About The Position

Estrada Consulting, Inc. is seeking a senior GIS and data architect for a public-sector transit client's public, map-based displacement dashboard. The role owns spatial data design, ArcGIS Online configuration, and the annual update script. The dashboard will present regional analysis of household moves around transit stations and corridors over a twenty-year period. The proposed solution uses the client's organizational ArcGIS Online, hosted feature layers, an ArcGIS Experience Builder public application, an ArcGIS StoryMap, and a documented ArcGIS API for Python script for annual data updates. This is a hands-on role involving data-layer design, reconciliation of analysis-partner geography with client transit layers, script development and documentation, and transfer of code, configuration, and documentation to the client's GIS staff so they can operate the product independently. The product must meet WCAG 2.1 Level AA requirements. The engagement is estimated at about 180 hours over five months, approximately 8 to 10 hours per week, with heavier effort during the first two months. It is remote, requires US-based team members, and includes regular video meetings on Central time. The engagement is contingent on contract award, with an expected start in early 2027. The rate is $50 to $80 per hour, depending on experience.

Requirements

  • At least 10 years of GIS experience, including at least 3 years administering and publishing in an ArcGIS Online organizational subscription, including hosted feature layers, views, item sharing, groups, and credits.
  • Hands-on experience with ArcGIS API for Python (arcgis module) and ArcPy, including loading and updating hosted layers from CSV and GeoJSON, and scheduling or documenting repeatable update scripts and Jupyter notebooks.
  • Strong spatial data design skills, including geodatabase and feature-layer schemas, coordinate systems and projections, spatial joins and buffers, and data quality checks.
  • Experience supporting public-facing ArcGIS applications such as Experience Builder, ArcGIS Dashboards, or StoryMaps as the data and services lead.
  • Experience handing off GIS data products and scripts to a client's staff with documentation they can follow without the vendor.
  • Clear written and spoken communication with non-technical stakeholders.
  • Must be US-based and able to pass a basic background check.
  • Must consent to a basic background check covering resume accuracy, professional qualifications, identity, and criminal history, as required by the client.
  • Candidate's name and a resume summary will be included in ECI's proposal.

Nice To Haves

  • Transit, transportation, or land-use GIS experience, such as transitway alignments, station areas, ridership, or housing data, ideally for a public agency or MPO.
  • Experience with ArcGIS Enterprise and ArcGIS Pro in addition to ArcGIS Online.
  • Familiarity with census, parcel, or address-level data and suppression rules for small counts.
  • Experience with WCAG 2.1 AA requirements as they apply to map content and data tables.
  • GISP or ESRI technical certification.

Responsibilities

  • Design ArcGIS Online hosted feature layers for transit alignments, station areas, control corridors, counties, cities, and analysis-partner results by station, corridor, and region-wide area and year, including each corridor's project phase by year.
  • Define the data contract with the analysis partner, including CSV and GeoJSON input layouts, field definitions, coordinate systems, validation rules, and handling of suppressed or small-count values.
  • Reconcile the analysis partner's station and corridor definitions with the client's transit alignments and station-area buffers so mapped stations match those in the analysis.
  • Write, test, and document an ArcGIS API for Python update script and notebook for client staff to validate, load, and publish each year's outputs.
  • Configure the client's organizational ArcGIS Online items, including layer and item documentation, sharing to Everyone, view layers, symbology, and performance for public use.
  • Produce layer documentation, a data dictionary, and an update runbook, and lead knowledge-transfer sessions for the client's GIS staff.
  • Support the dashboard developer with layer design for Experience Builder widgets, charts, and filters, and support QA through data validation of loaded results.
  • Transfer all code, configuration, and documentation to the client's repository before acceptance.
