About The Position

The Apprenticeship & IRA Compliance Leader is responsible for leading the execution of apprenticeship program compliance and Inflation Reduction Act (IRA) and Davis-Bacon requirements across OCI projects. This role ensures consistent implementation, documentation, and audit readiness of apprenticeship standards across multiple states, business lines, and subcontractors. Reporting to the Workforce Development Leader & Apprenticeship Director, this position serves as the operational compliance lead—owning day-to-day compliance execution, supporting project teams, and ensuring alignment with federal, state, and contractual requirements tied to regulatory compliance and tax credit eligibility. Professionals located near a Black & Veatch office are eligible for a hybrid work environment, with the flexibility to work remotely up to two days per week. This position may require up to 30% travel to project sites, training centers, and trainings and meetings.

Requirements

  • Minimum of 5 years field execution experience.
  • Knowledge of Black & Veatch construction execution procedures, processes and tools.
  • Knowledge of NCCER training requirements.
  • Presentation skills, communicates effectively.
  • Experience developing, delivering, and coordinating craft or technical training programs in construction or industrial environments.
  • Expertise with NCCER training standards and ability to obtain or maintain NCCER Instructor certifications.
  • Strong understanding of construction operations, craft development, and field execution.
  • Experience assembling communications, reporting documentation, and presentation materials.
  • Ability to collaborate with cross‑functional teams including HR, Safety, Quality, and Operations.
  • Proficiency in Microsoft Office applications, including PowerPoint, Word, and Excel.
  • Experience using Learning Management Systems (LMS) for tracking, reporting, and delivering training.
  • Ability to create, edit, and deliver digital training materials using presentation, document, and spreadsheet tools.
  • Familiarity with virtual training platforms (e.g., Microsoft Teams, Zoom, WebEx).
  • Strong general computer literacy, including file management, digital communication, and basic troubleshooting

Responsibilities

  • Lead execution of apprenticeship compliance across projects, ensuring adherence to IRA and Davis-Bacon requirements.
  • Manage and coordinate IRA Coordinators to drive consistency in compliance implementation, documentation, and reporting.
  • Ensure compliance with apprentice ratios, wage progression, work processes, and mentorship requirements.
  • Monitor subcontractor apprenticeship participation and compliance.
  • Maintain audit-ready documentation (OJT, RTI, wage progression, credentials).
  • Support internal and external audits, including documentation, corrective actions, and compliance reviews.
  • Identify compliance risks and escalate issues to leadership.
  • Serve as a primary compliance resource for project teams and field leadership.
  • Support project startup and execution by ensuring apprenticeship requirements are implemented and tracked.
  • Partner with operations to ensure practical, jobsite-ready execution of compliance standards.
  • Support delivery and tracking of apprenticeship training programs and apprentice progression.
  • Assist with program rollout, expansion, and continuous improvement initiatives.
  • Coordinate with instructors, mentors, and project teams to maintain program effectiveness.
  • Track apprenticeship metrics including enrollment, utilization, and compliance performance.
  • Maintain accurate workforce records and reporting systems.
  • Provide regular updates and insights to leadership.
  • Supervises work of others. Responsible for hiring, discipline, and pay administration of their subordinates.
