About The Position

The HR Specialist - IRA supports workforce development, apprenticeship compliance, and industrial relations activities for construction projects. This position assists with the administration of apprenticeship programs, workforce reporting, prevailing wage requirements, and labor compliance obligations. The role works closely with project management, craft workforce personnel, subcontractors, apprenticeship training organizations, and government agencies to ensure compliance with project-specific labor requirements.

Requirements

  • Associate degree in Human Resources, Business Administration, Construction Management, or related field preferred.
  • Relevant construction industry experience may substitute for formal education.
  • 1–3 years of experience in HR, workforce development, apprenticeship administration, labor compliance, construction administration, or related field preferred.
  • Experience working on industrial, commercial, energy, or infrastructure construction projects is a plus.
  • Understanding of apprenticeship programs and workforce development initiatives.
  • Familiarity with prevailing wage regulations and labor compliance requirements.
  • Strong organizational and recordkeeping skills.
  • Ability to analyze workforce data and prepare accurate reports.
  • Excellent communication and interpersonal skills.
  • Proficiency in Microsoft Excel, Word, and database systems.
  • Ability to manage multiple projects and deadlines in a fast-paced construction environment.
  • Strong attention to detail and commitment to compliance.
  • Ability to work in both office and construction project environments.
  • Occasional travel to project sites.
  • Ability to sit, stand, walk, and use standard office equipment for extended periods.

Responsibilities

  • Coordinate apprenticeship program participation and workforce development initiatives across assigned projects.
  • Track apprentice utilization requirements and workforce ratios in accordance with project specifications and labor agreements.
  • Maintain apprentice records, registrations, certifications, and training documentation.
  • Assist with apprentice onboarding, orientation, and program enrollment activities.
  • Monitor apprentice progression and ensure compliance with program standards.
  • Support compliance with project labor agreements (PLAs), community workforce agreements (CWAs), and other labor-related contractual requirements.
  • Track and verify workforce hours by trade, classification, and apprentice status.
  • Assist in preparing labor compliance reports for owners, contractors, and regulatory agencies.
  • Review subcontractor workforce documentation for compliance with apprenticeship and labor requirements.
  • Monitor prevailing wage and workforce participation requirements.
  • Collect, verify, and maintain workforce and apprenticeship data from project teams and subcontractors.
  • Prepare weekly, monthly, and project-specific compliance reports.
  • Maintain records for audits, owner reviews, and regulatory inspections.
  • Assist in compiling workforce participation statistics and project performance metrics.
  • Serve as a point of contact for apprenticeship training programs, workforce development agencies, and labor organizations.
  • Coordinate with project management, HR, payroll, and field supervision regarding workforce compliance matters.
  • Support outreach efforts related to workforce development and apprenticeship opportunities.
  • Maintain organized electronic and physical records.
  • Assist with workforce planning and staffing initiatives.
  • Support HR and Industrial Relations projects as assigned.
  • Perform general administrative duties to support project compliance activities.
  • Perform general administrative duties to support the Northern Operations office in Bismarck, ND.
