Appraiser I

Assessor•Dublin, CA

About The Position

The Appraiser I is a trainee-level position in the Alameda County Assessor’s Office. Under close supervision, the incumbent learns and performs real-property appraisal work and related duties. Newly appointed employees participate in a one-year program of classroom and on-the-job training in appraisal theory and practice, including replacement-cost, market, and income approaches to value. Training is intended to prepare employees for the California State Board of Equalization appraiser certification examination and for the duties performed at the Appraiser II journey level. Appraiser I employees are expected to learn the next-level duties and advance to Appraiser II after completing the training period, subject to obtaining permanent certification. The Assessor’s Office identifies taxable property and its ownership, determines taxability and reappraisability, assesses real and personal property, applies legal exemptions, and provides the assessment roll to the Auditor’s Office. Its mission is to deliver timely and accurate appraisal services and fair, equitable treatment to Alameda County taxpayers. Candidates must qualify for a temporary appraiser’s certificate under the applicable California requirements or possess a current, valid, permanent, inactive permanent, or temporary certificate. For appointees without the required certificate, continued employment depends on the State Board of Equalization accepting their qualifications and issuing a temporary certificate. Appointees without a permanent certificate must pass the permanent certification examination within twelve months of appointment; continued employment beyond that period and advancement to Appraiser II require permanent certification. A valid California motor vehicle operator’s license is also required. The role requires the ability to climb stairs and hills and distinguish red, blue, and green.

Requirements

  • Meet one of the listed California qualifications for a temporary appraiser’s certificate: a bachelor’s degree from an accredited college or university; or high school graduation/GED plus four years of qualifying relevant experience; or an equivalent combination of relevant experience and accredited higher education. Alternatively, possess a current, valid, permanent, inactive permanent, or temporary appraiser’s certificate issued by the California State Board of Equalization.
  • Relevant experience, where used to qualify, must be within the last ten years and in a specified field: accountant-auditor, real-property appraiser, building-cost estimator, engineer, real-estate loan agent or underwriter, right-of-way agent, licensed building contractor, qualifying California-licensed real-estate licensee, Appraiser’s Aide or Appraiser Trainee, or certain other assessor’s-office/State Board of Equalization employment subject to the stated time limitation.
  • For appointees without an existing qualifying certificate, continued employment is contingent on the State Board of Equalization accepting their qualifications and issuing a temporary certificate.
  • Appointees without a permanent certificate must pass the State Board of Equalization permanent appraiser certification examination within twelve months of appointment; permanent certification is required for continued employment beyond that period and advancement to Appraiser II.
  • Possess a valid California motor vehicle operator’s license.

  • Ability to read and interpret Assessor’s maps and architectural building plans.
  • Ability to analyze property-valuation data, draw logical conclusions, and keep accurate, detailed records.
