About The Position

Mesa County is seeking qualified candidates for the position of Appraiser I or II, focusing on Residential, Land, and Agriculture properties. The specific level (I or II) will depend on the candidate's qualifications and experience. This role involves performing data gathering and appraisal functions to support the overall assessment process within an assigned geographic area. Key duties include field discovery of omitted property, verification of sales data, and systematic review of building permits to maintain current property records. The incumbent will respond to taxpayer inquiries regarding property characteristics and valuations, conduct preliminary reviews for valuation appeals, and assist in preparing evidence for various hearings and appeals. Both levels participate in the biennial reappraisal of properties and ongoing professional training. Appraiser II will perform more complex assignments, including mass appraisals, detailed review work for appeals, preparation and presentation of cases for hearings, and may provide expert witness testimony. Appraiser II also leads portions of the reappraisal process and may conduct professional training.

Requirements

  • Valid Driver's License required
  • Appraiser I: Any combination of education, training and experience providing the knowledge, skills and abilities required for the job.
  • Appraiser II: Appraisal course work, training and continuing education to maintain license requirements and progressively responsible experience.
  • Appraiser II: Any combination of education, training, and appraisal experience providing the required knowledge, skills and abilities.
  • Ad Valorem Appraiser Licensure required (Appraiser II).
  • Initial licensing is not required; an Ad Valorem Appraiser License must be obtained within 2 years of hire (Appraiser I).

Nice To Haves

  • Real Estate, Appraisal, or Assessment experience is desired (Appraiser I).
  • Higher-level license or certification is desired (Appraiser II).

Responsibilities

  • Performs data gathering and basic appraisal functions to support the overall assessment process of residential, land, and agriculture properties within an assigned geographic area.
  • Conducts field discovery of omitted property.
  • Verifies sales data.
  • Systematically reviews building permits to maintain current property records.
  • Responds to taxpayer inquiries regarding basic property characteristics and valuations.
  • Performs preliminary review work essential for processing valuation appeals.
  • Provides critical support in the collection and preparation of evidence for County Board of Equalization and abatement hearings.
  • Participates in the annual protest and appeals process.
  • Assists staff with documentation for higher-level appeals in District Court or the State Board of Assessment Appeals.
  • Participates in the biennial reappraisal of residential, land, and agricultural properties.
  • Participates in ongoing professional training.
  • Assists with various departmental tasks to ensure efficient office operations.
  • Performs increasingly complex assignments, maintaining high data and personal integrity (Appraiser II).
  • Performs mass appraisals and comprehensive data gathering functions for assessment purposes (Appraiser II).
  • Prepares and presents individual property cases for County Board of Equalization and abatement hearings, utilizing statistical analysis and market data (Appraiser II).
  • Assists in the development of single-property appraisals consistent with USPAP Standards 1 and 2 (Appraiser II).
  • May provide expert witness testimony and prepare cases for higher-level appeals involving District Court, Arbitration, or the Board of Assessment Appeals (Appraiser II).
  • Participates and leads portions of the biennial reappraisal of residential, land, and agricultural properties (Appraiser II).
  • Participates in (and may occasionally conduct) ongoing professional training and continuing education (Appraiser II).
  • Under supervision, performs appraisals using market data, property records, and mass appraisal techniques; conducts appraisals on residential properties, manufactured housing, and vacant land (Appraiser I & II).
  • Utilizes building permits, site plans, and documentation to list and classify property; identifies omitted or destroyed property via aerial photography and door-to-door re-inventory (Appraiser I & II).
  • Confirms property sales to ensure the accuracy/integrity of the mass appraisal model for the biennial countywide reappraisal; interacts/collaborates with various departments to collect and verify valuation data (Appraiser I & II).
  • With supervision, responsible for setting value and ensuring basic audit compliance within assigned geographic areas and property classes (Appraiser I).
  • Responds to taxpayer inquiries regarding basic assessment, valuation, property tax classification, and Colorado property tax law; interviews property owners to obtain pertinent appraisal information (Appraiser I).
  • Enters and retrieves information via computer systems to update records and conduct research; assists in the administration of changes to property tax laws and procedures (Appraiser I).
  • Provides clear and effective oral and written communications; assists with the appraisal of various other property types as needed (Appraiser I).
  • Performs a combination of office-based tasks and field-based inspections, which may require travel throughout the county (Appraiser I).
  • Maintains the highest professional and data integrity standards (Appraiser I & II).
  • Responds to specific inquiries regarding assessment, classification, and tax law; ensures all oral and written communications are clear, professional, and effective (Appraiser II).
  • Conducts a balance of office-based analysis and site-specific field reviews, requiring travel throughout Mesa County (Appraiser II).
  • Enters and retrieves computer data to maintain records and performs other related duties as assigned (Appraiser II).
