About The Position

This position involves performing appraisal functions for residential, land, and agriculture properties. The Appraiser I role focuses on data gathering and basic appraisal support, including field discovery, sales data verification, and reviewing building permits. The Appraiser II role performs mass appraisals, comprehensive data gathering, and prepares cases for hearings, potentially providing expert testimony. Both roles involve responding to taxpayer inquiries, participating in reappraisals, and ongoing professional training.

Requirements

  • Valid Driver's License required
  • Appraiser I: Any combination of education, training and experience providing the knowledge, skills and abilities required for the job.
  • Appraiser II: Appraisal course work, training and continuing education to maintain license requirements and progressively responsible experience.
  • Appraiser II: Any combination of education, training, and appraisal experience providing the required knowledge, skills and abilities.
  • Ad Valorem Appraiser Licensure required for Appraiser II.
  • Standing, stooping, sitting, bending, twisting, and lifting (up to 10 pounds).

Nice To Haves

  • Real Estate, Appraisal, or Assessment experience is desired for Appraiser I.
  • Higher-level license or certification is desired for Appraiser II.

Responsibilities

  • Performs data gathering and basic appraisal functions to support the overall assessment process of residential, land, and agriculture properties.
  • Conducts field discovery of omitted property, verification of sales data, and systematic review of building permits to maintain current property records.
  • Responds to taxpayer inquiries regarding basic property characteristics and valuations.
  • Performs preliminary review work essential for processing valuation appeals.
  • Provides critical support in the collection and preparation of evidence for County Board of Equalization and abatement hearings.
  • Participates in the annual protest and appeals process.
  • Assists staff with documentation for higher-level appeals in District Court or the State Board of Assessment Appeals.
  • Participates in the biennial reappraisal of residential, land, and agricultural properties.
  • Participates in ongoing professional training and assists with various departmental tasks.
  • Performs mass appraisals and comprehensive data gathering functions for assessment purposes, including field work as directed by supervisors.
  • Performs the detailed review work necessary for processing valuation appeals.
  • Prepares and presents individual property cases for County Board of Equalization and abatement hearings, utilizing statistical analysis and market data.
  • Assists in the development of single-property appraisals consistent with USPAP Standards 1 and 2.
  • May provide expert witness testimony and prepare cases for higher-level appeals involving District Court, Arbitration, or the Board of Assessment Appeals.
  • Participates in and may lead portions of the biennial reappraisal of residential, land, and agricultural properties.
  • Participates in and may occasionally conduct ongoing professional training and continuing education.
  • Performs increasingly complex assignments, maintaining high data and personal integrity.
  • Conducts appraisals using market data, property records, and mass appraisal techniques on residential properties, manufactured housing, and vacant land.
  • Utilizes building permits, site plans, and documentation to list, classify, and value property.
  • Identifies omitted or destroyed property via aerial photography and door-to-door re-inventory.
  • Confirms property sales to ensure the accuracy and integrity of the mass appraisal model.
  • Interacts and collaborates with various departments to collect and verify valuation data.
  • Sets value and ensures basic audit compliance within assigned geographic areas and property classes (with supervision).
  • Interviews property owners to obtain pertinent appraisal information.
  • Enters and retrieves information via computer systems to update records and conduct research.
  • Assists in the administration of changes to property tax laws and procedures.
  • Provides clear and effective oral and written communications.
  • Performs a combination of office-based tasks and field-based inspections, which may require travel throughout the county.
  • Maintains the highest professional and data integrity standards.
  • Conducts a balance of office-based analysis and site-specific field reviews, requiring travel throughout Mesa County.
  • Performs other related duties as assigned.
