About The Position

Washington County is seeking an Appraisal Division Manager to manage, direct, and coordinate the activities of the Appraisal Division. This includes overseeing residential, commercial, industrial, personal property, and farm/forest property appraisal programs, annual reappraisal plans, and sales ratio studies. The role involves coordinating appraisal activities with other County divisions and departments and providing complex staff assistance to the Director. The Appraisal Division Manager reports to the Director of the Department of Assessment and Taxation. This position provides operational leadership for the division, overseeing fiscal management, procurement, and resource planning. It also manages personnel functions such as recruitment, supervision, coaching, and performance management, while ensuring efficient daily operations and driving process improvements. The manager supports staff training and professional development, maintains compliance with organizational standards, and ensures the division has the necessary tools, equipment, and systems to deliver high-quality services. A virtual informational Q&A session is scheduled for May 13th, 2026, at 4pm. The Appraisal Division is comprised of 55.5 FTE, with seven staff members reporting directly to the Appraisal Manager, including five Appraisal Supervisors and two Senior Appraisers. The incumbent exercises significant independent judgment and decision-making authority, sets operational goals and objectives, and develops and implements technical and administrative functions and procedures for the work group.

Requirements

  • Bachelor's Degree in business or public administration, forestry, agriculture, economics, engineering, or a related field that provides the required knowledge, skills, and abilities.
  • Five (5) years of work experience in real property appraisal.
  • Three (3) years of supervisory experience in Property Appraisal or a related field.
  • Possession of current registration of a qualified Property Appraiser from the State of Oregon Executive Department, Personnel and Labor Relations Division at the time of application.
  • Must possess a driver's license valid in the State of Oregon and have an acceptable driving record per Washington County policy.
  • Must pass a criminal background investigation.
  • Knowledge of principles, practices, and procedures of property appraisal, ad valorem taxation, and property mapping and surveying.
  • Knowledge of principles and practices of supervision, professional development, and personnel management.
  • Knowledge of applicable laws, administrative rules, policies, and procedures applicable to appraisal activities.
  • Skill to communicate effectively orally and in writing to convey information to others.
  • Skill to exercise judgment in responding to and resolving complex issues.
  • Skill to effectively manage assigned staff including hiring, training, coaching, disciplinary action, performance management, and termination.
  • Ability to organize, direct, and implement a comprehensive appraisal program.
  • Ability to prepare a variety of technical reports related to appraisal.
  • Ability to oversee assigned activities as required to comply with Federal, State, and local regulations.
