About The Position

The N.C. Department of Information Technology (NCDIT) serves as the Technology Center for the State of NC. Services that NCDIT provides reach a client base of state and local government agencies, as well as schools, colleges and universities. NCDIT provides technology services to state agencies and is charged with closing the digital divide by expanding availability of broadband services and promoting the adoption of affordable, high-speed internet. Salary Range: $87,617- $131,426 The position is designated Statutory Exempt (EHRA) and is exempt from the State Human Resources Act This position may be eligible for hybrid remote work in accordance with state policy and the agency’s remote work program but does require weekly onsite work. We currently have an opening for a Sr. AWP Product Analyst Are you a highly motivated and experienced Product Manager? Do you embrace continuous learning and innovation with a can do mindset? The Letting & Compliance Systems team is looking for an experienced Product Owner to join our team to support the Product Team Supervisor in leading the design, development, and rollout of new solutions for AASHTOWare Project (AWP) and related application support tools. As a Sr. AWP Product Analyst, you’ll connect technical and functional concepts to business outcomes, partnering with stakeholders across IT, business units, and vendors to deliver reliable, secure, and user-friendly software that supports Bidding, Letting, Fair Competition, and Payroll Compliance. The primary purpose of the Engineering Applications Services Unit is to coordinate and direct the planning, development, or procurement, installation, operation, and support of the following systems for the various Divisions, Branches and Units of the Department: HiCAMS (Highway Construction and Materials System) and related systems; Computer Aided Design and Drafting (CADD) systems; Letting and Compliance Systems (LCS); Engineering Content Management (ECM). This position supports Letting and Compliance Systems application team by developing and maintaining core applications and enterprise system integrations that support NCDOT’s construction project bidding, letting, fair competition analysis, for construction projects and submittal, auditing, and certification of construction contract payrolls to comply with Federal and State laws.

Requirements

  • Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development
  • OR Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development
  • OR High School or General Education Development (GED) diploma and eight years of experience in business application consulting or development; or an equivalent combination of education and experience.

Responsibilities

  • Own solution design & product delivery: Lead feature development and configuration for AWP; define solutions to complex problems; refine scopes and prioritize improvements; recommend optimizations that enhance usability, performance, and security.
  • Turn data into decisions: Build advanced Power BI dashboards (Python/DAX/SQL); conduct SQL-based analysis; design/maintain reports with Active Reports Designer; validate outputs for regulatory needs (DBE, FHWA 1392, OJT).
  • Engineer great user experiences: Draft and optimize XML/UI configurations; review integration mappings for reliability; pilot proofs of concept with enterprise platforms (e.g., SAP, SharePoint); present outcomes and adoption paths.
  • Develop Product Delivery Roadmaps : Plan delivery increments, groom backlogs, and facilitate some SCRUM ceremonies to ensure clarity of scope, acceptance criteria, and release readiness.
  • Enable matrixed teams: Drive daily collaboration across dev teams, product owners, architects, and end users; manage small–medium projects; organize JAD sessions, stakeholder briefings, and roadmap updates.
  • Ensure stability & adoption: Monitor deployments across QC/Production; diagnose and resolve issues; design and execute test cases and automation (Playwright/Selenium); align teams to specs; serve as primary POC for assigned products; deliver demos, training, and knowledge transfer.
  • Contribute beyond your lane: Create documentation, status reports, and runbooks; maintain configuration baselines; back up the team supervisor for delegated approvals; mentor junior analysts.
