About The Position

Under the general supervision of the Principal Technology Analyst or other assigned supervisor, an Applications Analyst performs the planning, configuration, implementation, administration, maintenance, enhancement, integration, testing, documentation, and support of the District's enterprise business applications and serves as the technical liaison between Information Systems, District end user departments, software vendors, and consultants to ensure enterprise applications meet the District’s operational needs. This recruitment is being conducted to establish an eligibility list to fill current and upcoming vacancies within the classification during the life of the eligibility list, up to one year. The current opening is a full-time position located in the Finance and Technology Department.

Requirements

• Use of configuration management and/or diagnostic tools, monitoring applications and performance analysis tools
• Microsoft Structured Query Language (SQL) scripts, Crystal Reports, Power Business Intelligence (BI), and other reporting tools
• Enterprise software including Enterprise Resource Planning (ERP) systems, Customer Information Systems (CIS), Electronic Document Management Systems (EDMS), Enterprise Asset Management Systems (EAMS), and Relational Database Management systems
• Database design and structures
• Representational State Transfer (REST) and Simple Object Access Protocol (SOAP) web services and Application Programming Interfaces (APIs)
• Emerging technologies, including Artificial Intelligence (AI), machine learning, and intelligent automation concepts applicable to enterprise business applications
• Data governance, cybersecurity, and privacy principles related to the use of AI-enabled technologies
• Plan and lead major enterprise business application projects
• Perform technical configurations, customizations, and extend commercial off the shelf enterprise resource planning software
• Analyze and define problems, evaluate alternatives, and provide solutions
• Read, interpret, and apply technical publications, manuals, and other documents in performance of assigned tasks
• Communicate effectively, both orally and in writing, on technical issues to individuals with varying degrees of familiarity with information technology
• Establish and maintain effective working relationships with employees, consultants and vendors
• Report, track, and resolve complex enterprise application issues
• Prepare complex reports using business intelligence tools, Microsoft SQL, and other reporting tools
• Plan, organize, and coordinate work to meet changing priorities and deadlines
• Program in modern programing languages (e.g. PowerShell, Transact-SQL)
• Evaluate, adapt, and apply new and emerging technologies, including Artificial Intelligence (AI), and recommend appropriate solutions to improve business processes and operational efficiency
• Evaluate AI-generated content for accuracy, completeness, bias, and compliance with District policies prior to operational use
• Provide training and guidance to others
• Sufficient eyesight to read fine statistical reports and standard text and data on computer terminal screens
• Ability to speak and hear at normal conversational levels in person and over the telephone
• Manual dexterity to write legibly and to use calculations, computer terminal, and other general office machines
• Ability to lift and carry up to approximately 25 pounds and to reach, bend, or crouch to use files and records
• Bachelor’s degree in computer science, information systems, or a related field.
• Three (3) years of experience supporting enterprise business applications, including application configuration, implementation, troubleshooting, reporting, systems integration, and user support.
• A valid California Class C Driver’s License must be maintained at all times.

• Cloud and platform development certification such as Microsoft PL-400 Power Platform Developer Associate, CompTIA Cloud+, and CompTIA Server+
• Data and database management certification such as Microsoft DP-300 Azure Database Administrator Associate and CompTIA Data+
• Business Analysis certification such as IIBA Certification of Capability in Business Analysis (CCBA) and IIBA Certified Business Analysis Professional (CBAP)
• Project Management Professional (PMP) certification

Responsibilities

• Plans, leads, and participates in enterprise application implementation projects including project planning, requirements gathering, scheduling, coordination of resources, configuration, risk identification, testing, implementation, and post-implementation support of the District’s enterprise business applications including but not limited to the Enterprise Resource Planning (ERP), Electronic Document Management (EDM), Customer Service Information (CIS), and Enterprise Asset Management (EAM) systems.
• Provides support for business processes and objectives using enterprise applications; designs, develops, maintains, and optimizes operational, financial, regulatory, and management reports, dashboards, and business intelligence solutions.
• Analyzes, troubleshoots, and resolves software application issues; identifies, recommends, and implements system improvements, modifications, and upgrades involving enterprise applications.
• Evaluates, recommends, implements, and utilizes Artificial Intelligence (AI) technologies to improve productivity, business processes, reporting, documentation, knowledge management, and software support activities while ensuring compliance with District policies, cybersecurity requirements, privacy regulations, and data governance standards.
• Develops and maintains system documentation, configuration documentation, workflow diagrams, disaster recovery procedures, and technical standards.
• Develops, optimizes, and troubleshoots Microsoft Structured Query Language (SQL) queries, stored procedures, views, and database objects.
• Assists in maintaining application security, auditing, and compliance with District cybersecurity policies.
• Monitors application data integrity and identifies and corrects data inconsistencies.
• Manages vendor and consultant activities; coordinates vendor support requests and software maintenance agreements; evaluates vendors and products; prepares feasibility studies; recommends and establishes program objectives, priorities, and schedules.
• Provides training, guidance, and work direction to lower-level Information Systems staff.
• Performs other duties as assigned.
