About The Position

This position reports to the Technical Services Manager and is responsible for the full lifecycle support of enterprise systems architecture, the operational support of relational database technologies (including Oracle and SQL), and the supervision of the GIS platform and staff. The role involves administrative and budget responsibilities, personnel management, project management, and technical oversight. The supervisor will represent the BoCC on technical matters, contribute to budget preparation, research and recommend county-wide applications, and assist with strategic planning. Personnel management includes recruiting, hiring, performance appraisals, and ensuring adherence to standards. Project management involves interfacing with various IT sections for technical equipment, software, licensing, and project planning, ensuring architecture standards are met, and overseeing staff responses to user needs. The position requires strong technical skills to communicate requirements, resolve problems, and make recommendations for solution architectures. Application support experience includes requirements gathering, designing and implementing strategic goals for corporate systems, ensuring alignment with organizational objectives, providing architectural expertise, developing investment plans, researching emerging technologies, overseeing integrated systems, documenting the technology portfolio, reviewing new designs, defining business requirements, modeling processes, executing test plans, developing capacity plans, and enforcing standardization policies. Database management involves responding to after-hours emergencies, coordinating vendor work, staying updated on new technology, and ensuring Service Level Agreements are met. GIS responsibilities include application and operation of Geographic Information Systems, ESRI software, aerial-photo interpretation, digital mapping, cartography, and GIS programming tools.

Requirements

Graduate of an accredited four-year college or university and have a minimum of six years' programming, analysis, and design including increasing technical experience with an emphasis on enterprise architecture and / or relational database design.
Three years of experience as a supervisor or manager of information technology professionals.
Must possess a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment in this classification.
Knowledge of systems architecture process.
Knowledge of enterprise-based applications.
Knowledge of Business Process Modeling and Notation or Archimate.
Knowledge of integration of database design and definition.
Experience in vendor management.
Knowledge of the principles of system documentation and vendor productivity tools.
Ability to recognize incorrect information or work and take remedial actions independently.
Ability to plan, assign, train, coordinate and supervise the work of others.
Ability to use good judgment in administrative and personnel situations/matters and make independent decisions.
Ability to identify and correct problems with the system.
Ability to write, test and debug system and related macros.
Ability to use independent judgment; to plan, organize, train.
Must provide and utilize personal transportation in daily travel to remote sites to perform service calls as required.
Must have a home telephone (or cell phone) within thirty days of employment in this classification as employee is subject to call out.
Flexibility may be required to support emergencies outside of regular business hours.
All employees will be required to work before, during, or after an emergency.
During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.

Responsibilities

Full lifecycle support of enterprise systems architecture.
Operational support of relational database technologies (including Oracle and SQL).
Supervision of the GIS platform and staff.
Represent the BoCC on internal and external technical matters relating to enterprise-wide application architecture.
Develop and contribute to the preparation of the annual database, GIS, and architectural requirements budgets.
Research, evaluate, recommend, document, execute, and monitor county wide applications.
Assist with the development of the annual strategic plan, short and long-range IT and user goals.
Act on or make recommendations to the IT Director on assigned personnel management needs and requirements, including recruiting/hiring, administrative matters, performance appraisals, disciplinary actions, complaints, and ensuring adherence to standards.
Interface with all sections of IT for technical equipment, software, licensing, and project planning.
Plan, develop, maintain, and implement an architectural framework that addresses existing systems, new deployments, and process re-engineering.
Coordinate recurring meetings with stakeholders to evaluate adherence to standards and processes.
Oversee staffing resources responding to users with creative, effective, and professional solutions.
Attend, plan, schedule, assist, and/or conduct training sessions as required.
Comprehend and communicate technical requirements to staff, users, and management to resolve technical problems and make recommendations for solution architectures.
Gather requirements that address the needs of the user community while understanding the enterprise focus.
Design and implement long-term strategic goals and short-term tactical plans for managing and maintaining corporate systems and software.
Ensure that proposed and existing systems architectures are aligned with organizational goals and objectives.
Provide architectural expertise, direction, and assistance to Systems Analysts, Systems Engineers, other Systems Architects, and software development teams.
Develop, document, and communicate plans for investing in systems architecture, including analysis of cost reduction opportunities.
Conduct research on emerging technologies in support of application support efforts and recommend technologies that will increase cost effectiveness and systems flexibility.
Design, develop, and oversee implementation of end-to-end integrated systems.
Document the company’s existing application and technology portfolio; make recommendations for improvements and/or alternatives.
Review new and existing systems design projects and procurement or outsourcing plans for compliance with standards and architectural plans.
Confer with end-users, internal customers, or senior management to define business requirements for complex adaptive systems and infrastructure development.
Model business and systems processes based on findings through use case scenarios, workflow diagrams, and data definition / models.
Develop and execute test plans to check infrastructure and systems technical performance. Report on findings and make recommendations for improvement.
Develop and manage a systems capacity plan.
Develop, document, communicate, and enforce a policy for standardizing systems and software as necessary.
Provide guidance to junior members of the team.
Respond to all after hours emergencies and escalates to the appropriate management, as required.
Coordinate, monitor, and report on the work of assigned vendors for systems support.
Keep abreast of all new technology used through the BoCC and relays new technology information to other county administration and personnel as required.
Review related projects and work requests to ensure Service Level Agreements (SLAs) are met or exceeded.
Participate in associated trainings as required.
Perform related duties as required.
Application and operation of Geographic Information System/Land Information Systems, including operation of the software.
Operate ESRI GIS software, personal computers, workstations, and peripheral devices.
Perform aerial-photo interpretation and compilation and editing of graphics and the database.
Utilize knowledge of statistics, surveying techniques, digital mapping production and cadastral mapping.
Apply knowledge of cartography/cartographic standards and specifications.
Utilize GIS programming tools and standards for GIS application development.
Document requirements.
Confer in writing and/or orally with county management, division directors, staff, users, vendors, and the IT Director to convey information, conduct feasibility studies, provide cost estimates, prepare system development plans and schedules to identify and document users’ needs to develop systems and install Oracle technology.
