About The Position

The Texas Water Development Board (TWDB) is seeking an Application Reviewer to join the Applications and Closing Department in the Regional Water Project Development (RWPD) Division of the Office of Water Supply and Infrastructure (WSI). This role is essential in advancing the agency's mission of providing financial assistance for the conservation and responsible development of water for Texas. The position involves performing moderately complex to complex engineering application review work, including technical analysis and evaluation of engineering and project information submitted for funding consideration. The role will propose project schedules, budgets, contracts, and other required project and program documents for water, wastewater, stormwater, and other eligible infrastructure projects funded by TWDB. The Application Reviewer will ensure TWDB-funded projects comply with Board rules, design criteria, and engineering/construction program requirements, making recommendations on eligibility for funding and project approval. This position may involve training others and requires working under general supervision with limited to moderate latitude for initiative and independent judgment. The role reports to the Manager of the Applications Department - Project Assessment.

Requirements

Graduation from an accredited four-year college or university with a bachelor's degree in engineering or a closely related scientific field; candidates currently finalizing an applicable degree will be considered if degree completion is expected by August 30, 2026. The degree must be conferred prior to employment start date with the Texas Water Development Board (TWDB).
Engineering Specialist II - one year of relevant work experience.
Engineering Specialist III - two years of relevant work experience.
Relevant experience and education may be substituted on a year-for-year basis.
Ability to meet agency in-office requirements.
Ability to adhere to work schedules, follow procedures with respect to leave, and submit accurate timesheets by prescribed deadlines.

Ability to work days that may exceed 8 hours, including early mornings, nights, and weekends.

Nice To Haves

Graduation from an accredited four-year college or university with major coursework in Civil or Environmental Engineering or major coursework in agriculture/soil or water science.
An Engineer-In-Training certification.
Experience in planning and/or design of water treatment, storage, and distribution systems.
Experience in planning and/or design of wastewater treatment plants and collection systems.
Experience with water laws, federal and state programs and permitting.
Ability to train others.

Responsibilities

Reviews applications for financial assistance and advises applicants on TWDB requirements according to the different funding programs.
Assists in developing relevant engineering information needed for Board consideration of the funding request and makes recommendations on the feasibility of the proposed project/application.
Coordinates with various federal and state agencies regarding projects and programs.
Performs technical review and evaluation of engineering related financial assistance documents based upon established guidelines providing relevant deficiencies, options, and recommendations to ensure compliance with TWDB rules and regulations.
Reviews project schedules, budgets, invoice costs and/or released costs to identify potential issues or delays.
Assists project owners and their consultants with navigating the application and closing process.
Manages various aspects of projects, recommends course of action to reduce delays, and documents project files on significant actions.
Provides information and assistance to appropriate TWDB staff and clients.
Maintains current information in TWDB's project database.
Remains informed of changes to pertinent laws, regulations, guidelines, policies, and instructions and correctly applies them to assigned projects.
Identifies and participates in all job-related trainings.
Maintains confidential and sensitive information.
Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency's records retention procedures and schedule.
Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
May be required to operate a state or personal vehicle for business purposes.
