About The Position

The Texas Water Development Board (TWDB) is seeking an Application Development Manager to perform highly complex (senior-level) work administering the daily operations and activities of the Application Development Team. This role involves establishing goals and objectives for the team, developing guidelines, procedures, policies, rules, and regulations, and setting schedules, priorities, and standards. The manager will coordinate and evaluate team activities, develop and evaluate budget requests, monitor expenditures, and supervise the work of others. Requirements

  • Graduation from an accredited four-year college or university with a bachelor's degree in Computer Science, Information Technology, or a related field.
  • Seven years of relevant experience managing software development teams.
  • Five years of progressive experience as a software developer using .NET Framework or Open-source technologies.
  • Relevant education and experience can be substituted for each other on a year-for-year basis.
  • Ability to meet agency in-office requirements.
  • Ability to maintain the security or integrity of critical infrastructure within Texas.
  • Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.
  • Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment.
  • Ability to perform routine and non-routine work assignments accurately and on-time with little or no supervision.
  • Ability to perform assigned duties and improve work habits and/or output.

  • Experience in Information Technology with a State of Texas agency.
  • Experience developing, deploying and supporting modern applications in AWS or Azure Cloud environment.

Responsibilities

  • Overseeing and managing project activities within the team, providing technical direction and guidance.
  • Ensuring that system development processes and procedures are developed and followed, including procedures for project management and software development lifecycle methods.
  • Ensuring that all Information Technology division rules and requirements are followed, including rules for websites and the project delivery framework.
  • Interacting with customers at various levels and establishing exceptional customer service through rapid response to issues.
  • Evaluating emerging software technologies, determining the selection of commercial off the shelf versus custom application software.
  • Assuring that projects, applications, and resources are aligned with the agency's business goals and objectives.
  • Assuring that the agency is in compliance with applicable statutes, rules, and regulations.
  • Providing effective leadership and management of the Development Team.
  • Managing all project activities within the Development Team, providing technical direction and guidance.
  • Monitoring and reporting Development Team work activities.
  • Authorizing department hiring, separations, disciplinary actions, and employee performance rewards.
  • Assigning job duties, conducting performance evaluations, clarifying roles and responsibilities, and monitoring and measuring performance against goals.
  • Evaluating the Development Team performance and recommending and leading improvements.
  • Supporting the Development Team administrative requirements related to organization, budget, and personnel.
  • Ensuring the provision of quality customer service from the Development Team to all stakeholders.
  • Managing the performance of direct reports, to include timely completion of performance appraisals, and follow-through on disciplinary actions as needed.
  • Maintaining confidential and sensitive information.
  • Ensuring individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency's records retention procedures and schedule.
  • Maintaining required certifications and licenses and meeting the continuing education needs and requirements of the position to include, attending mandatory training courses.
  • Operating a state or personal vehicle for business purposes.
  • Performing other duties as assigned.
