About The Position

The Louisiana Department of Transportation & Development (LADOTD) is initiating a modernization project to improve its district-level financial data intake and reporting. This project will result in a customized data management platform designed to align with LADOTD's current workflows while enhancing usability, security, auditability, and reporting. The solution aims to maintain continuity with existing practices while establishing a secure, reliable, and scalable foundation for future operational excellence, with oversight from the OTS Application Development Office (AppDM). The project's main goals are to modernize and streamline financial data intake, improve data accuracy through automation, strengthen auditability and security, enhance reporting capabilities, and provide a stable hosting environment.

Requirements

  • 10 Required Program or project management, preferably application development
  • 10 Required IT strategy, infrastructure design, and operational support for multi-site organizations
  • 10 Required Business continuity planning and application migration
  • 10 Required Application and process modernization
  • Strong understanding of data management principles and practices.
  • Excellent communication skills, both written and verbal, with experience presenting to senior management and stakeholders.
  • Proven ability to lead cross-functional teams and manage multiple projects simultaneously.
  • Strong analytical and problem-solving skills, with the ability to make data-driven decisions.
  • Experience with Agile development methodologies.

Nice To Haves

  • 1 Preferred Experience with change management and process improvement methodologies.
  • 1 Preferred Familiarity with cloud platforms and data management technologies

Responsibilities

  • Develop understanding of the business environment and use that understanding to make informed decisions and drive results.
  • Define program goals and objectives for LADOTD modernization.
  • Develop project plans and schedules, including resource allocation, timelines, and budgets.
  • Lead cross-functional teams to deliver programs and projects on time and within budget.
  • Manage risks and communicate project status.
  • Ensure compliance with LADOTD and State standards.
  • Provide day-to-day support for ongoing processes.
  • Conduct ongoing evaluation and improvements for processes, providing data analysis support for the agency’s workload demands.
  • Manage risks and issues, and implement mitigation strategies as needed.
  • Communicate project status and progress to stakeholders, including senior management.
  • Collaborate with stakeholders and teams to ensure program and project goals are met.
  • Ensure compliance with program management processes and standards.
  • Provide ongoing evaluation and improvements for program management processes and practices.
  • Provide day-to-day support for ongoing processes.
