About The Position

Louisiana Department of Transportation & Development (LADOTD) is seeking a Senior Application Programmer for a modernization initiative to enhance its district-level financial data intake and reporting processes. The project will deliver a customized data management platform that aligns with LADOTD’s existing operational workflows while introducing targeted improvements in usability, security, auditability, and reporting. The solution must maintain continuity with LADOTD’s established practices while providing a secure, reliable, and scalable foundation for long-term operational excellence. The OTS Application Development Office (AppDM) will provide oversight. The primary objectives of this project are to modernize and streamline district financial data intake processes, improve data accuracy through automated validations and built-in calculations, strengthen auditability, security, and user access controls, enhance reporting capabilities for both district users and administrators, and provide a stable, secure, and maintainable hosting environment for long-term operations.

Requirements

• 10 Required SQL Server and data integrity solutions.
• 10 Required CRM systems, intake portals, and automated reporting.
• 10 Required Secure coding standards, MFA, and compliance frameworks.
• 10 Required .NET full-stack, ASP.NET frameworks, and enterprise architecture.
• 1 Required Experience using cloud platforms (Azure) and modern frameworks (Vue, Angular, React).

Nice To Haves

• 1 Preferred Prior experience developing state applications
• 1 Preferred Supervising developers, mentoring on best practices, and managing Agile teams

Responsibilities

• Design, code, compile, test, debug, modify, and document new or existing highly complex applications programs.
• Implement complex application software solutions ensuring scalability and security.
• Evaluate, analyze, and prepare recommendations on technical solutions or options for managing enterprise information systems.
• Define data elements; design structures for databases; write and compile definitions and descriptions of data elements into dictionary form for use by professionals and users.
• Evaluate and analyze requests for enhancements or development projects of a highly complex nature.
• Prepare and supervise formal system test procedures for complex application systems to ensure quality and compliance.
• Monitor work plans and schedules to ensure timeliness, data integrity, and availability on a project basis.
