About The Position

The Home and Community Living Administration (HCLA), and Home and Community Services (HCS) have an exciting opportunity for a Application and Referral Program Manager. In this leadership role, you’ll guide and support statewide intake and referral services that help Washington residents access the care they need. You will play a vital role in implementing and overseeing policies and procedures for HCS’ Long-Term Services and Supports Presumptive Eligibility program. By doing so, you will ensure compliance with Centers for Medicare and Medicaid Services requirements and program success, while getting Medicaid-funded services to eligible individuals quickly. You’ll lead the daily operations of the statewide application and referral team , and manage statewide projects like: Medicaid Transformation Project Long-Term Services and Supports Presumptive Eligibility, and Health Related Social Needs referrals Working closely with partners and team members – you’ll set standards, ensure quality, and keep services running smoothly and consistently across the state. This project has an estimated duration ending June 2028.

Requirements

  • Experience leading people and programs with a focus on service delivery and policy implementation.
  • Strong collaboration, communication, and problem-solving skills.
  • Background in social services, public administration, or health programs.
  • Knowledge of Medicaid, LTSS eligibility, and state regulatory frameworks.
  • Proven ability to lead complex, statewide projects and adapt to changing needs.
  • Master’s degree in social science, public administration, health or related field and 3 years of professional experience including 2 years of supervision
  • Or Bachelor’s degree with 5 years of related experience, including 2 years supervising staff.
  • Or Equivalent experience may substitute for education.
  • Employees driving on state business must have a valid driver's license.
  • Employees driving a privately owned vehicle on state business must have liability insurance on the privately owned vehicle.

Responsibilities

  • Provide strategic and operational leadership for the intake, eligibility, and referral services
  • Supervise direct reports and oversee teams across multiple units.
  • Build and maintain partnerships with hospitals, Tribes, other state agencies, and external partners.
  • Lead statewide application, eligibility, and referral programs to meet quality and compliance goals.
  • Supervise a team of professionals, providing coaching, development, and performance support.
  • Review data, oversee audits, and manage budgets to drive improvements.
  • Represent HCS in meetings and contribute to statewide planning and policy work.
