About The Position

The Oregon Bureau of Labor and Industries (BOLI) is seeking an experienced technical leader for a full-time Application Analyst (Information Systems Specialist 6) role. This position is ideal for someone who thrives in dynamic environments, can bridge technical and business needs, and is comfortable managing multiple systems and projects simultaneously. A key responsibility will be providing expert business engagement and technical leadership for the procurement, development, and implementation of a modern case management system to support the agency’s mission. This is a permanent, full-time, SEIU-represented position. The role is hybrid, with weekly in-person requirements for meetings, site visits, and other in-office responsibilities, based out of the Portland BOLI office.

Requirements

  • Five (5) years of information systems experience.
  • OR An associate’s degree in computer science, Information Technology, or related field AND three (3) years of information systems experience.
  • OR Completion of a two (2) year accredited vocational training program in information technology or related field AND three (3) years of information systems experience.
  • OR A Bachelor's degree in Information Technology, Computer Science, or related field AND one (1) year of information systems experience.

  • Excellent analytical, problem-solving, and communication skills.
  • Proven ability to lead full system lifecycle development, ensuring high-quality, secure, and reliable application delivery through established standards and processes.
  • Expertise in designing scalable, secure enterprise application architectures across cloud and on-premises environments, translating business requirements into aligned technical solutions.
  • Knowledge of system integration, API development, and data modeling to enable seamless interoperability and data-driven decision-making.
  • Ability to build and maintain dashboards.
  • Strong capability in managing technical projects and vendors, including solution evaluation, deliverable oversight, and alignment with enterprise standards and timelines.
  • Proven ability to multitask and manage multiple projects simultaneously.
  • Expert-level proficiency in Tier 3 support, application security, and governance, including user access management, performance monitoring, and compliance adherence.

Responsibilities

  • Develop business and technical requirements and processes to support system functionality and agency needs.
  • Support testing, validation, and user acceptance processes.
  • Provide expert business engagement, leadership, direction, and project management to procure, develop, and implement applications, including a new case management system.
  • Support design, development, implementation, integration, and ongoing technical support of BOLI Applications and the case management system.
  • Act as the liaison between vendor, business, and technical teams.
  • Partner with Enterprise Information Services (EIS) Strategy and Design to ensure alignment with enterprise standards and strategy.
  • Manage vendor relationships, contracts, licensing, and support to ensure compliance with technical and operational requirements.
  • Serve as a Tier 3 support for core business applications.
  • Build and maintain dashboards.
