About The Position

The Community Partnerships and Programs Manager requires a high level of administrative and managerial oversight of a variety of organizational programs including (but not limited to) Rescue/Transfer, Pet Licensing, Volunteer and Foster, Education and Outreach, Humane Community Engagement, Trap Neuter Vaccinate Return programs related to community cats and Pet Reunification. This position manages relationships with other teams of Animal Services to ensure premier service is provided to all members of the community and shelter animals as well as animals in the community. This position will be divided between administrative duties, managerial responsibilities, team training and detailed technical work as a team leader.

Requirements

  • Considerable knowledge of shelter guidelines for standards of care in animal shelters.
  • Extensive knowledge of animal husbandry, including humane methods of handling, sanitation, care, feeding, and behavioral assessment of animals.
  • Knowledge of common animal diseases, zoonosis, species specific, and injury recognition and treatment.
  • Knowledge of species and breeds of animals, both domestic and wild.
  • Knowledge of common shelter programs such as adoptions, fostering, transfers to humane organizations and the promotion of these programs.
  • Knowledge of customer service operations.
  • Ability to understand and carry out complex oral and written instructions.
  • Ability to prepare budget and statistical reports.
  • Ability to deal effectively with the public during emotional or stressful situations and enforce high standards of customer service.
  • Ability to present programs and recommendations clearly and concisely, both orally to crowds and in written form.
  • Knowledge of leadership and supervisory techniques with the ability to organize, coordinate, schedule and evaluate work efficiently.
  • Ability to work in a kennel/shelter setting and outdoors with frequent bending, reaching, kneeling, walking, and standing on feet 8-10 hours per day.
  • Ability to lift and/or move up to 50 pounds and push or pull heavy objects.
  • Ability to communicate effectively using verbal, written and visual communication.
  • Graduation from a regionally accredited college or university with a Bachelor’s Degree in a related field and (1) year supervisory experience OR an Associate degree and three (3) years of experience in animal sheltering and one (1) year of supervisory experience OR graduation from high school or possession of an acceptable equivalency diploma and five (5) years' experience in animal sheltering and two (2) years of supervisory experience.
  • A comparable amount of directly related experience may be substituted at the County’s discretion for the minimum educational requirements if candidates are not available that fully meet the minimum requirements of the position as posted.
  • Must possess a valid Florida driver's license.
  • Must qualify for commission as a notary public.
  • Must have an active home/cellular telephone as employee is subject to call.
  • Tetanus and rabies (pre-exposure) inoculations will be required.

Nice To Haves

  • Must obtain Florida State Certification as a Euthanasia Technician within one (1) year of employment.

Responsibilities

  • Manages all relationships and partnerships for the organization in relation to lifesaving programs. This includes managing partnerships with all external entities providing assistance to (or with the ability to provide assistance to) people and their animals in Pasco County.
  • Manages planning, scheduling, training, and work of team members engaged in Community Partnerships and Programs.
  • Manages Rescue/Transfer program for Pasco County Animal Services and maintains working relationships with active and potential rescue partners.
  • Receives, investigates, responds to, and resolves inquiries and complaints surrounding community partnerships and programs.
  • Formulates standard operating procedures, plans, and budgets for maximum efficiency of community partnerships and programs.
  • Responsible for the effective supervision and administration of assigned staff including staff recruitment, development, training, certification, prioritizing and assigning work and related activities.
  • Responsible for managing and maintaining expense operations budget for the Community Partnership and Programs team as well as working with the Assistant Director to maintain budgeted revenue expectations for pet licensing program.
  • Establishes and enforces guidelines and protocols for a safe work environment; models safe working practices and ensures staff complies with personal protective equipment directives.
  • Leads the team to ensure assignments are completed in accordance with work schedules and shelter protocols.
  • Manages reports, records, statistics, and incident reports as related to organizational efficiency and key performance indicators.
  • Coordinates medical and animal health needs with veterinary staff as well as manages relationship between teams to ensure rescue/transfer medical needs are met for the department and the public.
  • Monitors flow of animals through shelter and helps to support keeping pets with their owners through available resources.
  • Participates in Emergency Operations Center activations.
  • Actively engages volunteers to support lifesaving and community programs.
  • Continually engages team members in continued education and team building activities as they relate to the Animal Services mission as well as managing process improvement projects related to the Community Partnerships and Programs team.
  • Performs other department related duties as assigned.
