Allegheny County Department of Human Services•Pittsburgh, PA

About The Position

Allegheny County Department of Human Services (DHS) is hiring analysts for its Office of Analytics and Technology. Analysts use integrated human-services data to help shape how residents are served. They own measurement, reporting, and data tools that give program leaders a reliable view of service performance, identify breakdowns, support operational and strategic decisions, and make routine reporting dependable and reusable. Analysts work across child welfare, prevention and community services, aging, Medicaid, and behavioral health, partnering with program managers and leadership, DHS Analytics and Technology teams, and academic and foundation research partners. The department is seeking strengths in program analysis, operations research, analytics engineering, or healthcare analytics. Potential focus areas include performance management and quality improvement; modeling capacity, caseloads, queues, and workflows; automating reporting and building dashboards, self-service tools, and reusable data pipelines; and analyzing behavioral health and Medicaid program performance, access, population health, finance, and quality. Analysts are expected to turn ambiguous questions into practical, answerable ones; learn how programs operate; work thoughtfully with imperfect and sensitive administrative data; and communicate useful findings and recommendations. The role is based on-site in downtown Pittsburgh, Pennsylvania, and pays $80,000 to $88,000 per year. Candidates must be authorized to work in the United States without restriction and must obtain Act 33, Act 34, and FBI clearances. The position has no supervisory responsibilities. Physical requirements include being able to sit for more than two hours, carry up to 10 pounds, and have reliable transportation for community work. Other duties may be assigned.

Requirements

  • Break ambiguous problems down, question assumptions, weigh alternatives, and reach sound conclusions from imperfect data.
  • Learn how programs operate and identify the underlying need behind requests.
  • Design an appropriate solution, such as an analysis, dashboard, pipeline, or self-service tool, and justify the choice.
  • Communicate insights clearly and turn them into actionable recommendations for leaders, program staff, and technical peers.
  • Build trusted working relationships with program staff and contribute to operational and strategic decisions.
  • Bring creative ideas for improving practices, measures, reports, or tools.
  • Have at least two years of related analytical experience, or equivalent transferable experience.
  • Have working proficiency in Python or R and a query language such as SQL.
  • Write clean, documented, reusable code and have project work that can be shared and explained.
  • Balance speed with quality and validate results before delivery.
  • Hold a bachelor’s degree in an aligned field, or have an equivalent combination of education and experience.
  • Be authorized to work in the U.S. without restriction.
  • Obtain Act 33, Act 34, and FBI clearances.
  • Be able to sit for more than two hours, carry up to 10 pounds, and have reliable transportation for community work.
  • Handle sensitive data responsibly and embrace the DHS mission.

Nice To Haves

  • Experience running or supporting evaluations of government or nonprofit programs, or advising program leaders on findings.
  • Intermediate or higher SQL scripting and Python or R experience.
  • Experience with automated dashboards such as Tableau or Power BI, certified data sources, and scheduled refreshes.
  • Sound Git practices, including branches, code review, and rollback, and some testing practice.
  • A master’s degree in a quantitative field such as operations research, industrial engineering, statistics, economics, data science, health policy, or public policy.
  • Experience working with messy administrative data.
  • Interest in child welfare, education, early childhood, health, justice, housing, or other human-services work.
  • A clear record of learning new tools and acting on feedback.
  • Background in operations research, industrial and systems engineering, management science, policy analysis, economics, or quality improvement.
  • Background in information systems, data science, data engineering, business intelligence, or computer science.
  • Background in health policy, health economics, health services research, clinical informatics, biostatistics, or epidemiology, or hands-on experience with healthcare data.
  • Interest in healthcare policy, managed-care operations, or behavioral health.

Responsibilities

  • Provide program leaders with trustworthy information about service performance and where services break down.
  • Partner with program staff to identify bottlenecks, test improvements, and inform operational and strategic decisions.
  • Build reusable, documented tools so recurring reporting runs reliably and partners can answer routine questions themselves.
  • Define performance measures, review them routinely with program leaders, and turn results into action.
  • Design and conduct quality-improvement projects, including process mapping, root-cause analysis, and PDSA cycles, and measure their impact.
  • Model capacity, caseloads, queues, and workflows to identify bottlenecks and test alternatives before rollout.
  • Automate recurring reporting with scheduled pipelines and certified data sources.
  • Build and maintain automated dashboards and self-service tools for program staff.
  • Write clean, tested, version-controlled Python and SQL and build reusable data pipelines.
  • Analyze behavioral-health program performance, service access, population health, finance, and quality, including healthcare and Medicaid claims data.
  • Translate findings for program, finance, and leadership audiences.
  • Handle sensitive data about vulnerable populations responsibly.
