The Program Design and System Innovation Unit within the Government of Alberta’s Ministry of Advanced Education plays a pivotal role in shaping forward-thinking solutions that support student success across the province. Requirements

  • University graduation in a related field plus 4 years progressively responsible related experience; or equivalent as described below. Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.
  • Strong policy research and analytical skills, with the ability to synthesize complex information into clear, evidence-based recommendations.
  • Experience reviewing program or policy proposals, assessing alignment with strategic priorities, and identifying risks and impacts.
  • Ability to prepare high-quality briefings, reports, and decision-support materials for senior leadership.
  • Strong understanding of quality assurance frameworks, program evaluation, or regulatory processes.
  • Excellent written and verbal communication skills, with the ability to convey technical information clearly to diverse audiences.
  • Demonstrated ability to manage multiple priorities in a fast-paced environment while maintaining accuracy and attention to detail.
  • Proven ability to build and maintain collaborative relationships with internal teams, external stakeholders, and post-secondary institutions.

Nice To Haves

  • Knowledge of post-secondary systems, policy environments, or government decision-making processes is preferred.
  • Experience working with post-secondary institutions, regulatory bodies, or quality assurance councils.
  • Familiarity with program approval and monitoring processes (e.g., degree or non-degree program reviews).
  • Experience supporting committees, advisory bodies, or cross-functional working groups.
  • Understanding of labour market trends, workforce development, or education policy issues.
  • Experience in environmental scanning, jurisdictional analysis, or policy development.

Responsibilities

  • Policy Research & Issue Analysis: Conduct in-depth research and analysis on post-secondary issues, using historical data, online sources, and stakeholder input to inform recommendations.
  • Proposal Review & Assessment: Evaluate new and revised degree and non-degree program proposals, ensuring alignment with government priorities, labour market needs, and policy direction.
  • Stakeholder Collaboration: Work closely with post-secondary institutions (PSIs), partners, and stakeholders to support program proposal reviews and clarify requirements.
  • Briefings & Recommendations: Prepare timely, well-supported briefings, reports, and recommendations for the Minister and senior ministry officials.
  • Strategic Advisory Support: Provide strategic advice and analytical support to the Supervisor, CAQC members, and ministry leadership on emerging issues and trends.
  • Council & Committee Support: Support CAQC and its subcommittees by preparing desk reviews, background materials, and participating in committees or evaluation teams.
  • Policy & Standards Development: Research policy issues, assess impacts, and recommend updates to quality assurance standards and policies to reflect evolving requirements.
  • Environmental Scanning: Monitor trends, jurisdictional practices, and government priorities to inform decision-making and program reviews.
  • Program Monitoring & Compliance: Oversee and assess approved degree programs to ensure ongoing compliance with CAQC and Pan-Canadian quality assurance standards.
  • Reporting & Quality Assurance Oversight: Review institutional reports (annual, comprehensive, periodic), identify issues, and maintain tracking systems for program monitoring.
  • Stakeholder Guidance & Information Sharing: Provide timely, accurate guidance to PSIs and internal teams on program proposals, policies, and system processes.
  • Cross-Ministry Engagement & Representation: Participate in cross-ministry initiatives, committees, and stakeholder forums, contributing expertise to policy development, legislation, and sector initiatives.
