Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. As Analyst, Program Delivery Risk Assurance, you report to the team lead by the Senior Manager, Program Delivery Risk Assurance, supporting various risk functions, including oversight and assurance of program risks for the CPG Rapid Transit (RT) Portfolio (Subways and LRTs). The role will provide day-to-day program risk support by gathering, reviewing and analyzing data from the projects and stakeholders to facilitate regular risk reviews at the program level. This role will support the team in active risk management and assurance, including being responsible for inputs to the Risk Management Software database. Working collaboratively with other members of the Program Controls Team and the Project Delivery Teams (PDTs) within RT, you will be responsible for collecting, developing and validating data and its accuracy; be the first line of defense ensuring completeness and contributes to detailed program risk reports as required within the reporting cycle. This role will also support the Senior Manager, Program Delivery Risk Assurance in ensuring that the Risk Management Plans and other ancillary risk-related procedures are followed as per the risk management requirements for the assigned scope of work as well as taking an active role in the continuous improvement of the risk management/assurance functions.

Requirements

  • Demonstrable skilled experience using industry standard software packages and applications – Safran Risk Management Software, Primavera Risk Analyzer (PRA), @Risk
  • Skilled in risk management theory, principles and practice.
  • Understanding of broader project controls theory, principles and practice.
  • Articulate with practiced presentation, attention to detail, excellent verbal, written, presentation and communication skills.
  • Demonstrable skilled experience of successfully managing competing objectives of stakeholders and recognizing materiality.
  • Able to address and engage senior leadership one-on-one and in a workshop environment.
  • MS Office skills: Excel, Word, PowerPoint
  • Demonstrated experience in a risk management related role preferably in a civil infrastructure, construction project environment OR experience deemed equivalent
  • Degree in a relevant field (e.g. Analytics, Engineering, Construction Management) or a combination of education, training and experience deemed equivalent
  • Working towards or holding a relevant risk management qualification or certification from a recognized Institution

Responsibilities

  • The delivery of risk management and assurance across the assigned program business units.
  • Coordinating program risk identification via workshops with a broad range of internal and external stakeholders (predominantly with business units, other project controls, engineers and project delivery teams).
  • Inputting of identified risks into the Risk Management Software and provides assurance of project level risk data.
  • Analyzing risk trends across the program, multiple projects, current global events, and/or policy/government mandates or policies to identify potential emerging risks.
  • Reviewing and providing feedback on quantitative risk analysis models (cost and schedule) to support options analysis, commercial decision-making, contractual risk-transfer strategies and informing the setting of appropriate project/program-level contingency (cost and schedule).
  • Coordinating the production of metrics for program risk management and performing regular data analysis with associated tracking & reporting.
  • Consults with Senior Risk Manager as required for quality assurance and review.
  • Engages with the continuous improvement process for risk management, drawing on previous experience, industry best practice and in partnership with enterprise risk management as applicable
  • Maintain collaborative relationships with project controls function/team including estimating, scheduling, cost control, document control, change management, quality management, reporting, subject matter experts and/or project delivery teams.
  • Adapt to various working environments with multiple stakeholders with positive communication.
  • Participates in management team meetings, presentations and committees.
  • Acts as an ambassador and liaison for Metrolinx as necessary.
  • Collaborates and builds strong partnerships with key partners to support and promote a strong risk management culture
  • Adopts effective risk management analysis, strategies and practices, incorporating industry best practices (PMI, ISO 31000).
  • Supports project teams in managing risks to achieve corporate goals.
  • Adheres to quality standards as established by the business; identifies issues and proactively recommends process improvements to reporting manager
  • Supports development and implementation of project controls continual improvement actions/initiatives
  • Provide data analysis with quality, and contribute to the successful achievement of KPIs
  • Facilitates identification of potential costs of risks and risk mitigation activities to inform budget, estimating and forecasting functions.
