About The Position

Nakupuna Companies seeks an Analyst III: Health Co-Investment Policy, Audit, & Expenditure Analyst. The Office of Program Transition and Supply Chain (PTSC) leads the Department of State’s health systems transition planning on behalf of the Bureau of Global Health Security and Diplomacy (GHSD). In this capacity, PTSC develops and oversees the execution of bilateral transition MOUs and country implementation plans, establishing requirements, standards, targets, and timelines, and monitoring progress against those plans. PTSC also serves as GHSD’s center of excellence for private-sector engagement, private-finance mobilization, and economic analysis. In addition, the office oversees the global supply chain contract, ensuring the safe, timely, and effective delivery of HIV, malaria, and TB commodities to more than 70 countries on a regular and ongoing basis.

Requirements

  • Expertise in financial oversight standards and co-financing mechanisms
  • Experience developing and implementing expenditure reporting processes and indicators
  • Strong analytical, organizational, critical thinking, and problem-solving skills
  • Ability to provide technical guidance and capacity building to country teams
  • Excellent communication and stakeholder engagement abilities
  • Familiarity with international donor requirements and bilateral health memoranda of understanding (MOU) compliance
  • Master’s degree or higher in Public Health, Finance, International Development, or a related field
  • Minimum 7 years of experience in international development and/or global health
  • At least 5 years of experience working with a multilateral development institution (e.g., the World Bank)
  • Background in public health, health systems, economics/financing, and monitoring and evaluation
  • Must be able to obtain and maintain a Secret Clearance.
  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

Responsibilities

  • Provide technical support and oversight across countries receiving health foreign assistance from the U.S. government on the standards, processes, and indicators to be used for co-investment policy, audits, and expenditure reviews.
  • Compile and analyze partner government budget and expenditure data, ensuring consistency, transparency, and accountability.
  • Develop and disseminate standardized reporting processes, indicators, and tools for co-investment audits and expenditure reporting and assessments
  • Provide technical support and oversight to country teams on audit, budget, and expenditure reporting implementation and compliance
  • Review and assess findings to ensure alignment with bilateral health MOU requirements
  • Train and build capacity of country teams and partners on standards and best practices
  • Coordinate with internal and external stakeholders to address audit- and government finance-related challenges
