About The Position

Responsible for analyzing, developing, and supporting application software to meet business needs, with emphasis on records management, data processing, and business process improvement. Administers and supports the City's current document management repository system Laserfiche, including repository configuration, security, metadata and templates, retention schedules, and automated workflows and electronic forms. Collaborates with cross-functional teams to document and improve business processes, automate manual tasks, and design, test, and implement software solutions. Performs data processing activities such as imports and exports, records migration, scanning and indexing, data validation, and system integrations. Supports records management compliance through retention and disposition policies and audit trails, and supports software lifecycle activities including documentation, testing, maintenance, and user training.

Requirements

  • Ability to communicate effectively both orally and in writing to convey complex technical information in an understandable manner.
  • Experience in creating and delivering training and presentations to customers, peers, and upper management both formally and informally.
  • Effectively communicate recommendations to business partners including gap analysis, security and business risks, and costs.
  • Follow industry best practices in architecture and modeling to produce high-performing solutions that are usable, reliable, maintainable, and secure.
  • Advanced proficiency in Office 365 or Microsoft Office 2016 products including Microsoft Word and PowerPoint for communications and presentations, and particularly Excel for analytics including graphs, charting, pivot tables, and basic statistical functions.
  • Intermediate to advanced programming skills in .NET C# or VB, Python, and SQL coupled with knowledge and experience in relational databases.
  • Intermediate to advanced enterprise report writer skills using such applications as Crystal Reports or SSRS.
  • Knowledge and experience with web-based applications and Cloud technology; SaaS, IaaS, PaaS, etc.
  • Ability to manage outside vendors including reviewing contracts and statements of work, submitting change requests, reviewing work invoices, and acting as liaison to the business partner prioritizing work and providing oversight.
  • Three years of related experience; or equivalent combination of education and experience

Responsibilities

  • Participate in new software system projects providing technical support and consultation.
  • Perform gap analysis and recommendations on Commercial Off-the-Shelf software products.
  • Support, maintain, and enhance CAD, RMS, and other mission-critical applications
  • Implement system upgrades, integrations, APIs, configuration changes and data feeds
  • Troubleshoot complex incidents and resolve data integrity issues across applications and databases
  • Diagnosing incidents and enhancement requests while developing effective solutions
  • Implement updates using source/object code, APIs, and data feeds
  • Analyze database schemas and resolving data integrity issues
  • Testing system upgrades and supporting User Acceptance Testing (UAT)
  • Creating clear, user-friendly documentation for both technical and business audiences and providing user training and documentation
  • Identifying opportunities for LEAN process improvement
  • Supporting enterprise reporting tools such as Crystal Reports, SSRS, and PowerBI
  • Maintaining application servers that support critical City functions
  • Coordinating with vendors, reviewing contracts and statements of work, and ensuring quality delivery
  • May ensure compliance with CJIS Security Policy, state reporting standards, and criminal justice data exchange requirements.
