About The Position

The City of Fort Collins is seeking a technology professional who enjoys solving problems and supporting systems that have a direct impact on the community. The Applications Software Analyst II provides technical support and application administration for the software, technology systems, and operational platforms used by the Streets and Traffic Departments. This on-site position supports a diverse portfolio of mission-critical technology that keeps transportation operations running safely and efficiently year-round. This position supports systems and equipment used for fleet management, snow and ice control, traffic operations, asset and work management, customer service, payroll, communications, and operational reporting. Applications include Cityworks, Centracs, CompassCom, MD30 systems, Certified Power, WXHorizon, Traffic Control RapidPlan, Paradigm weigh station software, Crash Magic, and command center technology. The Analyst configures and maintains applications, manages user access and dashboards, monitors vehicle tracking and operational systems, calibrates and maintains technology, analyzes operational data, and troubleshoots system and data issues. The position also supports system upgrades and changes and works directly with technology and software vendors to resolve hardware and software concerns. This position plays an important role in ensuring Streets and Traffic technology is reliable and ready when it is needed most, including during snow and ice control events. The Analyst serves as a technical resource and liaison between operations, City IT, vendors, and other City departments, helping staff use technology effectively and providing accurate information to support operational decisions, investigations, performance analysis, and continuous improvement.

Intermediate to advanced programming skills in .NET C# or VB, Python, and SQL coupled with knowledge and experience in relational databases.
Intermediate to advanced enterprise report writer skills using such applications as Crystal Reports or SSRS.
Knowledge and experience with web-based applications and Cloud technology; SaaS, IaaS, PaaS, etc.
Ability to manage outside vendors including reviewing contracts and statements of work, submitting change requests, reviewing work invoices, and acting as liaison to the business partner prioritizing work and providing oversight.
College degree or equivalent work experience.
Three years of related experience; or equivalent combination of education and experience

Responsibilities

Participate in new software system projects providing technical support and consultation.
Perform gap analysis and recommendations on Commercial Off-the-Shelf software products.
Support, maintain, and enhance CAD, RMS, and other mission-critical applications
Implement system upgrades, integrations, APIs, configuration changes and data feeds
Troubleshoot complex incidents and resolve data integrity issues across applications and databases
Diagnosing incidents and enhancement requests while developing effective solutions
Implement updates using source/object code, APIs, and data feeds
Analyze database schemas and resolving data integrity issues
Testing system upgrades and supporting User Acceptance Testing (UAT)
Creating clear, user-friendly documentation for both technical and business audiences and providing user training and documentation
Identifying opportunities for LEAN process improvement
Supporting enterprise reporting tools such as Crystal Reports, SSRS, and PowerBI
Maintaining application servers that support critical City functions
Coordinating with vendors, reviewing contracts and statements of work, and ensuring quality delivery
May ensure compliance with CJIS Security Policy, state reporting standards, and criminal justice data exchange requirements.
