About The Position

Port Houston is seeking an Analysis & Planning Manager to plan and manage all budget and forecasting activities for 18 financial locations under the Multi-Purpose Facilities. This role involves monitoring and analyzing throughput of tonnage at freight handling assignments and leases, supervising Vessel Scheduling and Turning Basin Transportation Clerks, and assisting the Director of Multi-Purpose Facilities in developing capital and expense projects. The position also supports the Director in advancing long-term and strategic master planning to ensure the future success of the Multi-Purpose Facilities. Requirements

  • Bachelor’s degree in Business Administration, Maritime Administration, Operations Management, Transportation, or related major in a public or accredited private academic institution required.
  • 5+ years related terminal logistics or management experience required.
  • Previous supervisory experience required.
  • Knowledge of marine terminals and terminal operations.
  • Knowledge of the Stevedore requirements to handle various commodities.
  • Knowledge of Wharf Characteristics of the General Cargo Facilities.
  • Knowledge of Vessel Operations.
  • Knowledge of accounting processes and procedures.
  • Excellent math, problem-solving, and analytical skills.
  • Excellent time management skills and the ability to work towards meeting multiple deadlines simultaneously.

  • A Transportation Worker Identification Credential (TWIC) must be obtained within 30 days of appointment, and be maintained for the duration of employment.

Responsibilities

  • Lead annual and 5-year budget development, in-year reforecasting, and long-range financial planning for the Multi-purpose Facilities; analyze and report variances in revenue and expense on a monthly and quarterly basis; provide information on developing trends.
  • Manages and oversee activities of Vessel Scheduling and Turning Basin Transportation Clerks, providing clear direction, coaching, development, and performance management.
  • Analyze budget-to-actual variances and proactively identify risks and mitigation strategies.
  • Develop and manage efficient tools and methods for maintaining budget documents and sharing information with the Finance team.
  • Ensure consistency, accuracy and integrity of operational and financial reporting.
  • Use historical data and forecasting to determine the future space requirements for each freight handler and present to the MPF Director for approval.
  • Ensure expense projects for Multi-Purpose Facilities are properly budgeted; monitor progress and adjust the budgets accordingly to ensure they are appropriately funded through collaboration with Infrastructure and Finance.
  • Evaluate and implement new technologies and processes to improve facility/tenant performance.
  • Initiate RCA’s and procurements for the MPF Dept as needed.
  • Work effectively across all departments to ensure bid packages advance the goals of Port Houston and Multi-Purpose Facilities.
  • Manage the rates, rules and requirements as set out in Tariff 8, and recommend proactive changes based on facility requirements and market conditions.
  • Analyze rates and competitiveness in the market to provide annual rate increase recommendations.
  • Conduct analysis of proposed business opportunities for the Multi-Purpose Facilities, including revenue forecasting and abatement scheduling, and deliver data-driven recommendations to executive leadership.
  • Provide functional leadership and technical direction toward the development of reporting capabilities.
  • Promote the organization’s safety culture and participate in monthly safety audits.
