About The Position

Performs daily Airport safety and security inspections and general field maintenance activities to support the safe and efficient operation of the Prescott Regional Airport. In addition to the normal duties performed by the Airport Operations Technician classification, this position performs additional administrative support functions as assigned.

Requirements

  • High School diploma is required.
  • Knowledge and skill in an aviation environment
  • at least five (5) years of airfield operations experience preferably commercial service experience
  • Possess a valid Class B Arizona Commercial Driver's License (CDL) or possess a valid Arizona driver's license and have the ability to obtain a CDL within one (1) year of hire)
  • pass a TSA-mandated 10-year security background investigation, pre-employment drug test, fingerprint background check, and driver record check
  • possess (or have the ability to obtain within 90 days of hire) the Airport Security Coordinator (ASC) certification
  • hold an AAAE ACE Operations Designation or ACE Security Designation.
  • Knowledge of 14 CFR Part 139 regulations, limitations, practices, and procedures for inspections, operations, maintenance, and construction on and around airport property.
  • Knowledge of federal, state, and City rules, regulations, policies, procedures, codes, and ordinances related to security of certificated airports.
  • Knowledge of a variety of building and facility maintenance procedures and techniques.
  • Knowledge of occupational hazards and safety precautions associated with facility maintenance and airport operations as well as state, federal, and local rules, regulations, policies, and procedures.
  • Knowledge of machinery, and equipment necessary for maintaining public areas.
  • Knowledge of diagnostics, repair, and basic preventive maintenance on assigned equipment.
  • Knowledge of building and facility maintenance procedures and techniques.
  • Knowledge of common hand and power tools.
  • Skill in writing documents/briefings efficiently.

Responsibilities

  • Performs daily Airport safety and security inspections of Airport facilities, grounds, and properties to ensure regulatory compliance with FAR Part 139, Airport Certification Manual, FAR Part 77, TSR 1542, Airport Security Program, and other federal, state, and local regulations or policies; issues notices to airmen (NOTAMs), maintains logs; and records in accordance with regulatory requirements; writes incident/accident reports; and interacts with tenants and customers.
  • Assists Airport leadership with the development and implementation of Airport operations training programs for all staff and construction personnel including operations, maintenance, safety, and security programs as required.
  • Performs regular audits of Part 139 daily self-inspection records and documentation to ensure completion, accuracy, validity, discrepancy correction action and compliance with FAA standards.
  • Serves as an Alternate Airport Security Coordinator.
  • Assists with major construction and special project coordination and delivery.
  • Acts as the on-call Airport representative in the absence of senior Airport management staff to respond to incidents, accidents, and other operational issues after normal business hours and on weekends and holidays.
  • Performs daily, nightly, and special Airport self-inspections in accordance with Federal Aviation Administration (FAA) Regulations and the Airport Certification Manual (ACM).
  • Inspects airfield pavements, lighting, signage, and navigational aids in accordance with FAA Regulations.
  • Performs general field maintenance to include mowing, weed removal, and sweeping in addition to general custodial services; issues work orders for non-conforming conditions.
  • Monitors on-airport construction projects for safety and conformance with approved construction safety and phasing plans.
  • Responds to all aircraft incidents and accidents on the airfield in accordance with the Airport Emergency Plan and to surrounding jurisdictions as requested; implements the Airport Emergency Plan.
  • Maintains a safe operating environment for emergency personnel through coordination with Air Traffic Control.
  • Initiates FAA, NTSB, or other agency investigations as directed by department notification procedures.
  • Handles general Airport Security in accordance with the Airport Security Plan (ASP); performs Airport security checks in accordance with Transportation Security Administration (TSA) regulations.
  • Responds to Airport security incidents such as perimeter security breaches, unattended bags, etc. in accordance with the Airport Security Plan.
  • Performs snow and ice removal operations to the runways, taxiways, aircraft parking ramps, Airport public roads, sidewalks, and parking areas in accordance with the Airport Snow and Ice Control Plan.
  • Issues/cancels Notice to Airmen (NOTAMs) along with other airfield safety and operational notification requirements.
  • Issues Field Condition Reports (FICON).
  • Logs, tracks, and responds to wildlife sightings and reports received; prepares regular reports; and documents wildlife incidents; and regularly inspects Airport perimeter to identify wildlife habitat locations, access points, food sources, etc. and takes appropriate corrective action.
  • Conducts regular inspections and monitoring of, but not limited to, aviation fuel service operations, Wildlife Hazard Management Plan (WHMP), and storm water pollution prevention plan (SWPPP).
  • Conducts airfield driver's training.
  • Performs other duties as assigned.
