Omega Technical Services is seeking a highly motivated Advisory Project Engineer to support ongoing operations in Aiken, SC. This role involves initiating technical programs, making recommendations to management based on customer needs and technology trends, and solving complex technical problems within and across disciplines. The engineer will apply extensive technical experience, utilize company and external resources, and incorporate advanced technical practices to address challenging requirements and new processes. Leadership in problem-solving and recognized expertise in a functional area are key. The position also involves recommending and planning research programs for others, influencing the technical direction of the department, and acting as a technical communicator across disciplines. The engineer will conceive needed programs, prioritize technical needs, sponsor new ideas, and prepare detailed plans including schedules, budgets, and personnel requirements. They will develop schedules, monitor progress and expenditures, review work quality, and incorporate research, development, testing, and quality assurance requirements. Communication of results through reports and presentations, representing Omega Technical Services in technical areas, and mentoring junior professionals in communication and technical knowledge are also crucial aspects of the role. A commitment to Total Quality (TQ) concepts and active leadership in implementing TQ initiatives is expected, serving as a resource for TQ efforts. The role also provides staff augmentation support, integrating and managing engineering activities for assigned projects by assisting in establishing design criteria, resource forecasts, schedules, and priorities. Project management tools and methods will be applied, and project tasks will be managed to deliver results for cost and schedule. Engineering services must adhere to SRNS processes and procedures, with programmatic guidance provided by SRNS. This includes providing overall engineering and design direction, leadership, and management for assigned projects and tasks, integrating engineering resources, and providing administrative guidance to leads and managers. Responsibilities extend to the overall management, scheduling, and priority of assigned tasks and projects, including the administration of document control, project controls, and quality engineering sections. The engineer will resolve conflicts between project and technical direction, participate in department and site-wide programmatic issue resolution and quality improvements, and create a team by evaluating and developing engineering expertise. Subcontractor tasks will be evaluated to ensure design output meets project objectives, and baselines for design activities will be established. Recommendations for subcontractor authorizations and changes to baselines will be made, and project cost and schedule variances will be evaluated with corrective actions implemented. Experience with EVMS tools, reviewing cost accounts for procurement of engineered materials, and working with diverse teams are required. Establishing projects' scope of work, including firm customer requirements, is also a key responsibility.
