About The Position

Spectra Tech is hiring for an Advisory Engineer - Project Engineer (Project Controls) in Aiken, SC. This role involves initiating technical programs, making recommendations to management based on customer needs and technology trends, and resolving complex technical problems. The engineer will apply technical experience, utilize internal and external resources, and incorporate advanced technical practices into problem-solving and program planning. This position requires leadership in determining solutions, expertise in a functional area, and the ability to recommend and plan research programs for others. The role involves developing solutions to complex technical problems in areas of expertise and adjacent fields, influencing technical direction, and acting as a technical communicator across disciplines. The engineer will conceive needed programs, assess needs relative to other technical requirements, sponsor new ideas, and prepare plans including schedules, budgets, and personnel requirements for major technical tasks. This includes developing schedules, monitoring progress, controlling budgets, and reviewing work quality, incorporating research, development, testing, and quality assurance. Communication of results verbally and in written form, regular reporting, and representing SRNS/SRS in technical areas to oversight groups and professional societies are key. Mentoring less senior professionals in communication and technical knowledge transfer is also a requirement. Commitment to TQ concepts and active leadership in implementing Division and Department TQ Initiatives is expected, serving as a resource for TQ initiatives. The role also provides staff augmentation support, integrating and managing engineering activities, establishing design criteria, resource forecasts, schedules, and priorities. Project management tools and methods will be applied, and project tasks will be managed to deliver results for cost and schedule. Engineering services will be provided using SRNS processes and procedures, with programmatic guidance from SRNS.

Requirements

  • BS Degree in Engineering or current registration as a Professional Engineer
  • Registered PE licensure in any state is strongly preferred.
  • Providing overall engineering and design direction, leadership, and management for assigned projects and tasks.
  • Integrating engineering resources for assigned projects by assisting in establishing design criteria, resource forecasts, schedules, and engineering tools for engineering tasks.
  • Providing administrative guidance to leads and managers.
  • Responsibilities for overall management, scheduling, and priority of the tasks and projects assigned.
  • Managing the administration, document control, project controls, and quality engineering sections for all assigned projects through section supervisors.
  • Resolving conflicts between project direction and technical direction from the functional managers.
  • Participating in department and site-wide programmatic issues resolution and quality improvements.
  • Responsibilities for creating a team through requesting, evaluating, and developing engineering expertise capable of achieving the objectives of the projects assigned.
  • Evaluating tasks of subcontractors to ensure design output meets project technical, cost, and schedule objectives.
  • Establishing baselines for design activities for all assigned projects and engineering work requests.
  • Recommending to project managers, subcontractor authorizations for new work and changes to baselines.
  • Evaluating project cost and schedule variances and implement corrective actions.
  • Experience with EVMS tools.
  • Reviewing cost accounts for procurement of engineered materials.
  • Working with diverse teams to deliver results.
  • Establishing projects' scope of work including assuring that there are firm customer requirements developed.
  • Candidate must be able to perform field walk-downs of the job site for the engineering work being performed.
  • Candidate must have the ability to produce quality documents with attention to detail and meeting management defined expectations.
  • Candidate must have the ability to coordinate, interface, and communicate with management, engineering, facility, operations, quality assurance, and test personnel.
  • Candidate must have the ability to communicate clear, concise, and accurate reports, evaluations, documents, procedures, reviews, comment resolutions, email, and oral presentations.
  • Candidate must have the ability to mentor junior team members and develop their design knowledge.
  • PhD degree and about 15 years' experience, MS degree and 17 years' experience, BS degree and about 21 years' experience.

  • Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are preferred.
