About The Position

The ADFOR Lead reports to the MSTP Project Manager and receives work direction derivatives from the MSTP Exercise Design Lead. This role involves managing, supervising, and coordinating contractor personnel responsible for developing, validating, and executing Adversary Force (ADFOR) capabilities across all warfighting functions and domains. The lead will supervise and direct contractor personnel performing ADFOR operational roles, including future and current operations, fires, intelligence, logistics, and coordination functions. A key aspect of the role is to develop exercise-specific ADFOR by researching adversary doctrine, TTPs, battle orders, and weapon systems to generate ADFOR data for various planning products. The position requires replicating a "thinking enemy" by role-playing ADFOR actions, reacting to friendly operations, adapting tactics, and exploiting vulnerabilities, while also providing an operations cell that plans future operations, conducts current operations, and delivers timely combat assessments. The lead will contribute to scenario development and exercise design, participate in all Joint Event Life Cycle / Exercise Life Cycle events, and adapt actions and plans dynamically to ensure ADFOR activities remain realistic, credible, and aligned with training objectives. Work hours and billet responsibilities may need to be adjusted to support 24/7 event operations. Military Analyst duties and serving as event OTC may also be required.

Requirements

  • Bachelor's degree is required.
  • Attendance at Intermediate Level School (e.g. Marine Corps CSC or completion of equivalent nonresident course) is required.
  • Minimum eight years of operational experience in deploying and employing aviation, ground combat, supporting arms, or aviation support units.
  • Minimum three years of senior level operational planning experience using JOPP and/or MCPP at the COCOM, JTF, MEF, Wing, Division, or equivalent level.
  • Minimum three years of demonstrated knowledge of military doctrine, tactics, and command relationships at the operational command level, as well as potential adversary aviation capabilities and employment doctrine.
  • Minimum two years of experience in DoD modeling and simulation and operating simulation workstations.
  • Strong communication and presentation skills. Able to read, write, and communicate effectively in English.
  • Able to design and write clear communications and present training programs.
  • Excellent organizational, planning, problem-solving, prioritization, and interpersonal skills.
  • Excellent computer skills required. Proficient in the entire suite of MS Office and able to quickly learn additional systems.
  • A Secret security clearance is required for this position.
  • This position also requires a completed Personnel Security Investigation that will qualify the incumbent to be eligible for access to at least the TS-SCI level, and the individual must be read-in for NATO level access.

  • Attendance at SAW or Top Level School is preferred.
  • Familiarity with SharePoint and C2PC is desired.

Responsibilities

  • Manage, supervise, and coordinate contractor personnel responsible for developing, validating, and executing Adversary Force (ADFOR) capabilities across all warfighting functions and domains.
  • Supervise and direct contractor personnel performing ADFOR operational roles—including future and current operations, fires, intelligence, logistics, and coordination functions.
  • Develop exercise‑specific ADFOR.
  • Research adversary doctrine, TTPs, battle orders, and weapon systems to generate ADFOR data for Planning Books, country factbooks, H&AHQ orders, and JIPOE products.
  • Verify the accuracy and fidelity of ADFOR simulation databases.
  • Replicate a “thinking enemy” by role‑playing ADFOR actions, reacting to friendly operations, adapting tactics, exploiting vulnerabilities. As well, provide an ADFOR operations cell that plans future operations, conducting current operations, and delivering timely combat assessments.
  • Contribute to scenario development and exercise design by producing detailed adversary inputs and ensuring integration with the overall planning effort.
  • Participate in all Joint Event Life Cycle / Exercise Life Cycle events.
  • Adapt actions and plans dynamically to the evolving scenario, ensuring all ADFOR activities remain realistic, credible, and aligned with training objectives.
  • Adjust work hours and billet responsibilities as needed to support 24/7 event operations.
  • Perform Military Analyst duties and serve as event OTC when required.
