Requirements

  • Exhibits customer-centric focus with the ability to uphold confidentiality, while adeptly engaging with diverse customers and partners in face-to-face, telephonic, and electronic interactions.
  • Possess a proficient understanding of payroll processing procedures, payroll tax principles, wage and hour laws, labor laws, state and county regulations and ordinances related to payroll production.
  • Working knowledge of Fair Standard Labor Act (FLSA) Law.
  • Demonstrated ability in administering multiple collective bargaining agreements covering administrative, professional, skilled trade crafts, labor and contract interpretation, and application.
  • Ability to proactively manage a high-volume workload of diverse assignments, in collaboration with Human Resources, including Human Capital Management (HCM), Time and Labor, and Position Management.
  • Possess meticulous attention to detail.
  • Proficient and comfortable with the use of office productivity software and relational databases/electronic recordkeeping systems to create reports and queries. (The county uses Microsoft Office, PeopleSoft and Oracle EBS).
  • Demonstrated ability to support a culture of cooperation and inclusion; Establish and maintain effective working relationships; possess excellent interpersonal skills using tact and diplomacy in all situations.

Responsibilities

  • Administer payroll operations in compliance with Collective Bargaining Agreements (CBAs), federal and state regulations, King County policies, and departmental procedures.
  • Process, audit, and maintain payroll records in PeopleSoft, including payroll adjustments, benefit accruals, step progressions, work schedules, union dues, combo codes, and time reporting codes (TRCs).
  • Analyze payroll, timekeeping, leave, and financial data to identify discrepancies, ensure data integrity, resolve payroll issues, and maintain compliance with contractual and regulatory requirements.
  • Conduct audits of employee time reporting, overtime, leave usage and personnel actions to ensure compliance with CBAs, payroll policies, and HR standards.
  • Administer and monitor payroll components of employee leave programs, including FMLA, KCFML, PFML, Paid Parental Leave (PPL), On-the-Job Injury (OJI), and other leave programs; coordinate reimbursements, monitor leave balances, notify Human Resources of exhausted leave entitlements, and support compliance with ACA requirements.
  • Coordinate with Human Resources, Finance, Safety and Claims, Fleet Services, Accounting, Labor Relations, and Central Payroll to resolve payroll issues, implement personnel actions, establish project/task codes, and ensure accurate payroll processing.
  • Prepare payroll analyses, executive summaries, reports, dashboards, queries, and presentations to support operational planning, budget forecasting, compliance monitoring, and management decision-making.
  • Research, interpret, and apply complex collective bargaining agreements, payroll regulations, and organizational policies to provide guidance to employees, supervisors, and management on payroll, leave, timekeeping, and cost accounting matters.
  • Develop, implement, and maintain payroll procedures, standard operating procedures (SOPs), desk manuals, training materials, FAQs, and documentation to improve consistency, knowledge transfer, and operational efficiency.
  • Train, mentor, and onboard payroll staff and PeopleSoft users; provide technical guidance on payroll processes, time reporting, and system functionality.
  • Lead or participate in continuous process improvement (LEAN) initiatives by evaluating payroll workflows, identifying inefficiencies, recommending improvements, reducing duplication, and implementing streamlined business processes.
  • Design, develop, and maintain payroll monitoring, tracking, and reporting systems, including leave compliance, reimbursement tracking, and payroll performance metrics.
  • Support payroll system enhancements by maintaining PeopleSoft configurations, developing queries, managing TRCs and combo codes, testing system upgrades, and validating configuration changes.
  • Plan, coordinate, and implement payroll-related projects, including Employee Self Time Entry implementation, new CBA provisions, process improvements, compliance reviews, and resolution of systemic payroll issues.
  • Maintain payroll and personnel records in accordance with federal and state records retention requirements, including document organization, cataloging, inventory management, and Content Manager administration.
  • Communicate proactively with department leadership to obtain required payroll information, resolve data issues, and ensure payroll deadlines are consistently met.
