About The Position

A senior management position within Safety and Emergency Management’s Office of Emergency Management and Business Continuity responsible for leading regional emergency preparedness programs. Serves as an emergency management subject matter expert. Position will play an integral role in supporting a highly regarded team of emergency management and business continuity professionals working in partnership to build organizational resilience to adverse events.

Requirements

Bachelor’s degree from an accredited college or university with an emphasis in an area of study relevant to the position (i.e., business continuity, emergency management, homeland security, training, etc.) and two (2) years of business continuity, emergency management, homeland security, safety or other relevant training-related experience.
OR Associates degree or equivalent credits from an accredited college or university with an emphasis in an area of study relevant to the position (i.e., business continuity, emergency management, homeland security, training, etc.) and four (4) years of business continuity, emergency management, homeland security, safety or other relevant training-related experience.
Completion of FEMA Incident Command System 100, 200, 300, 400 and National Incident Management System 700 and 800 courses within 6-months of employment.
Successfully achieve FEMA Professional Development Series certification within one (1) year of employment.
Must successfully pass a comprehensive background assessment.
The incumbent is designated “critical personnel” during an emergency and can be subject to being held over or called back to a district location at all times.
Incumbent may be subject to specialized training, background reviews and confidentiality and compliance requirements as outlined by the Florida Department of Law Enforcement (FDLE) and other criminal justice agency user agreements so as to fulfill the duties of the position.
Incumbent may be assigned to the other operational support venues as deemed necessary by department leadership.
Position may be exposed to confidential, restricted and highly sensitive information requiring the utmost discretion and compliance with all administrative rules, directives, policies, procedures, regulations and statutes governing its distribution.
Demonstrated knowledge and experience in applying advanced emergency management and business continuity principles and practices.
Ability to lead various emergency management prevention, mitigation, preparedness, response and recovery activities across organizational lines.
Experience in developing, implementing and delivering comprehensive emergency preparedness programs.
Prior experience designing and instructing various emergency management, business continuity and safety-related training courses.
Background in managing compliance and reporting requirements for mandatory emergency preparedness standards.
Extensive background in developing, delivering and/or facilitating emergency preparedness drills and exercises.
Proficiency in the use of standardized incident management software such as WebEOC.
Experience serving in an official incident management capacity during a formal activation.
Prior experience in developing grant proposals and managing grant programs.
Possess strong coalition-building skills capable of developing collaborative relationships with diverse external and internal cohorts.
Excellent conceptual and critical thinking skills.
Possess strong analytical, problem identification and resolution capabilities.
Clear capacity to communicate verbally and in writing, effectively presenting ideas and providing plans, policies and procedures in a clear and concise manner to internal customers, team members and senior leadership.

Must be able to use personal protective equipment and other public safety equipment as provided by the district.
Position requires incumbent to possess a valid Florida driver’s license and proof of insurability at all times.
Incumbent must maintain access to a cell phone and motor vehicle (personal or agency) on a regular basis.

Provides subject matter expertise and technical knowledge towards the mitigation of risks and the prevention of loss from all types of adverse events, crises or disasters regardless of size and complexity.
Leads regional emergency preparedness program to include drills, exercises and training. Builds heightened organizational competency in preventing and responding to critical incidents and emergencies. Ensures compliance to Marjory Stoneman Douglas High School Public Safety Act and other regulatory emergency preparedness requirements.
Administers regional emergency preparedness, resiliency and safety training program. Develops training content, delivery systems and schedules. Conducts training, assesses effectiveness and recommends improvements. Provides technical assistance and training to site administrators. Ensures compliance to district training standards.
Administers regional emergency drill and exercise program. Supports development and implementation of forward leaning practices and protocols. Participates in emergency drills and exercises; assesses effectiveness and recommends improvements. Provides technical assistance and training to site administrators. Ensures compliance to emergency drill and exercise standards.
Administers regional School Emergency Response Team (SERT) and Floor Captain (FC) programs. Participates in SERT and FC drill, exercise and training activities to gauge capabilities, provides technical assistance and improves performance. Ensures compliance to district SERT and FC standards.
Serves as a regional early warning coordinator responsible for monitoring, assessing and reporting threat conditions. Maintains situational awareness of emerging adverse events and developing severe weather. Liaisons with the district Emergency Operations Center (EOC) during actual emergencies. Provides direct support to affected site administrators.
Staffs the Emergency Operations Center (EOC) during periods of activation. Under the leadership of the assistant director, maintains operational readiness of the EOC at all times. Administers the district’s incident management application.
Collaborates with community stakeholders to continuously assess, evaluate and improve the district’s ability to prevent, mitigate, prepare for, respond to, and recover from all hazards whether man-made or natural. Develops methods that promote collaboration, and a shared responsibility for community and school safety.
Reinforces the National Incident Management System (NIMS) and Incident Command System (ICS) in all emergency preparedness programs.
Participates as a member of department leadership in applying for and managing external emergency management grant funding.
Works to develop and maintain an internet and social media presence in support of the district’s emergency preparedness activities. Seeks to promote general awareness and support for emergency preparedness programming throughout district.
Represents the school district on various working groups and fosters positive relationships within these cohorts.
Maintains close professional relationships with local counterparts. Participates in relevant professional associations to remain current on knowledge and skills.
Provides management support during critical incidents and emergent situations impacting the district.
Collects, analyzes, interprets and disseminates data to support informed decision-making.
Works with scorecards and methodologies to monitor critical success factors, KPIs and performance measures.
Leads program/service assessment, continuous improvement and/or special study projects as assigned.
Assists in the overall administration and management of departmental budgets, personnel, programs, resources and strategic initiatives to ensure that priorities are established and satisfied.
Contributes to the development of standards and practices that ensure the department’s position as a model school district safety and emergency management agency.
Required to serve as a District Incident Management Team (DIMT) member during a disaster or emergency caused by severe weather, fires, power failures, pandemic, or event challenging our security.
Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
