About The Position

Serves as the technical authority for the Apprenticeship Program, responsible for ensuring quality, integrity and effectiveness of technical training, curriculum and participant technical development and progression throughout the program, while establishing technical standards, ensuring compliance with applicable policies and regulations, and holding final decision-making authority over participant competency validation and program completion. Serves as a Subject Matter Expert responsible for defining, reviewing and approving technical programs, training, and curriculum ensuring alignment with applicable policies and regulations, and driving high-quality technical skill development for program participants. Serves as the designated technical authority accountable for validating participant assessment outcomes, ensuring competency attainment and safe job performance, and authorizing all decisions related to participant progression and program competition. Advises and support apprenticeship team by establishing technical guidance and reviewing responses quality to ensure accurate and timely handling of apprentices’ inquiries through the LUMA Apprenticeship Hotline. Participates in Apprenticeship Program governance and progress review forums, as well as periodic program meetings, providing technical insight on participant performance, program effectiveness, identified gaps, and general program administration matters, to support informed decision‑making among stakeholders. Supports the department management by tracking and reviewing costs and expenses against the approved budget, identifying variances, and providing timely guidance and recommendations to ensure financial targets are met and documentation is accurate. Supports compliance with apprenticeship policies and applicable regulations by identifying deviations, contributing to issue resolution, and promoting continuous improvement in program processes and standards. Collaborates with Operations leadership and apprenticeship teams to identify technical skill gaps, support targeted training and retraining efforts, that ensure alignment between program outcomes and operational needs. Follows established company policies, procedures, and standards to ensure full compliance with applicable laws and industry regulations. Participates in storm restoration tasks and assigned drills to contribute to the safe and reliable recovery of services. Performs additional tasks aligned with role expectations and qualifications to support team goals and operational flexibility.

Requirements

  • Valid Journeyman Power Lineworker Certificate or recognized equivalent or related discipline.
  • 5 years' experience in a Power Lineworker position.
  • Experience in utility operations as a journey-level worker with general technical exposure to substation environments and working knowledge of transmission, distribution and underground systems.
  • Valid Driver’s License
  • First Aid CPR (Cardiopulmonary Respiratory)
  • AED (Automated External Defibrillator is preferred)
  • Subject Matter Expertise: Demonstrates deep knowledge in a specific functional area.
  • Process Management: Follows and improves standard operating procedures.
  • Regulatory Awareness: Applies relevant policies, laws, and standards.
  • Collaboration: Works cross-functionally to support business needs.
  • Leadership: Guides and motivates participants to achieve goals.

Nice To Haves

  • Experience working as a Foreman is preferred.
  • Experience in managing Health & Safety compliance is preferred.
  • Bachelor’s degree in Electrical Engineering with a minimum of 8 years of progressive experience in: electrical utility operations performing leadership functions in substations, lines, URD similar role within an apprenticeship program or technical training environment performing comparable responsibilities.
  • safety technical advisor or specialist with experience in technical training programs development and execution, accompanied by OSHA and/or safety practices standards.
  • certification (e.g. OSHA 10, OSHA 30)

Responsibilities
