About The Position

This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. The position serves as the Special Security Officer in the Corporate Operations Department, Security Division, Special Programs Branch (Code DN1053) of the Naval Surface Warfare Center Dahlgren Division, Dam Neck Activity (NSWCDD DNA). The incumbent manages the Sensitive Compartmented Information (SCI) security program and oversees SCI security functions for NSWCDD DNA. The salary range in the announcement represents positions across the pay band, including GS-14-equivalent positions. This is not a high-grade position; salary may be limited to GS-13, step 10 (currently $140,426). The position is covered by the Department of Defense Priority Placement Program and additional vacancies may be filled by the announcement.

Requirements

• Be determined suitable for federal employment.

• Males born after December 31, 1959, must be registered for Selective Service.
• Obtain and maintain an interim and/or final Top Secret/SCI security clearance before entering duty; MSP/PPP applicants must currently hold the required clearance.
• Successfully complete a pre-employment drug test, including marijuana, and be subject to random testing.
• Successfully complete a pre-appointment polygraph examination.
• Be able to travel on military and commercial aircraft for extended periods; travel may include CONUS and OCONUS locations and remote or isolated sites.
• Obtain and maintain the required DoD Security Professional Educational Development (SPeD) certification, SFPC, within prescribed timeframes.
• Have at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11/GS-12 equivalency) in federal service or equivalent private- or public-sector experience.
• Specialized experience must demonstrate technical guidance and support for an organization's SCI Program and/or Compartmented Access Program (CAP), preferably as a Special Security Officer (SSO) or Special Security Representative (SSR).

Responsibilities

• Manage the SCI security program and oversee SCI security functions for NSWCDD DNA.
• Supervise the special security office and administer the SCI security program.
• Maintain applicable SCI directives, regulations, manuals, and guidelines necessary to perform Special Security Officer duties.
• Account for, control, transmit, transport, package, and safeguard SCI; arrange for its destruction by authorized means and in accordance with applicable directives.
• Maintain the Defense Information for Security System (DISS) so it accurately reflects personnel under the incumbent’s cognizance.
• Conduct or manage SCI personnel, information, physical, and technical security actions and procedures, including TEMPEST and TSCM.
• Provide guidance and assistance for processing SCI position and eligibility requests.
• Perform SCI Personnel Security Program functions, including nomination interviews, validating SCI access requirements, submitting investigative requests, and conducting SCI security briefings.
• Conduct an ongoing SCI security education, training, and awareness program for SCI-indoctrinated individuals.
• Maintain accreditation documentation for each SCIF, communications system, and information system under the organization’s security cognizance.
• Maintain liaison, as required, with non-SCI security officials.
• Maintain SCIF binders for all NSWCDD DNA SCIFs.
• Manage and oversee the command’s Operational Security Program.
• Serve as the Designated Accessible Unit Manager in accordance with the Integrated Risk Management program.
