About The Position

Responsible for the overall operation of the billing, cashier, and customer service areas within Public Works and the supervision of public facing staff assisting community members establishing new services. Assists Public Works department with recruiting, onboarding and payroll processing and training. Collaborates with special projects, event support, research, analysis and implementation. Provides high-level administrative support to senior leadership, managing calendars, scheduling meetings and prioritizing meetings. The ideal candidate will possess strong administrative, organizational, and communication skills, and contribute to the department’s efficiency and overall success. Requirements

  • Bachelor's Degree in Public Administration, Business, or a related field required.
  • 3 years work experience in an office environment (preferably in municipal government) required.
  • Experience in billing, payment processing and customer service required.
  • An equivalent combination of education and or experience may substitute for education requirements on a year for year basis.
  • Lead, establish, and maintain effective working relationships.
  • Have understanding of basic accounting principles and practices, knowledge of basic collection practices, and basic bankruptcy laws related to creditors.
  • Demonstrate exceptional problem solving and organizational skills and manage multiple tasks.
  • Read, understand and interpret policy and ordinances.
  • Proficiency with computers software and systems.
  • Respond in a professional and friendly manner when dealing with difficult customer situations.
  • Must possess strong customer services skills.

  • Some supervisory experience in an office environment preferred.

Responsibilities

  • Responsible to deliver a full range of administrative services related to supporting the decision-making processes and organizational goals of senior department leadership.
  • Serves as department liaison with recruiting, onboarding and offboarding in HRIS.
  • Compiles and maintains FTE, salary and position authorization reconciliations for the department.
  • Investigates and resolves complaints and inquiries without direction.
  • Required to participate as needed during emergencies, including emergency operations center activations.
  • Supervises administrative staff within customer service areas. Assign projects, schedule, train, monitor progress, review work, develop performance standards and appraising performance.
  • Provides effective management and leadership.
  • Recommends personnel actions including hiring, promotion, individual accountability measures, and separations.
  • Monitors productivity and quality assurance benchmarks; provides escalation support and direction.
  • Demonstrates behaviors that sets a positive example for integrity, fiscal responsibility, and professionalism.
  • Establishes customer service policies and procedures.
  • Lead investigator for Solid Waste complaints.
  • Makes policy decisions and resolves customer problems.
  • Maintains rates and system control changes, implement and tests the use of new system features and processes, researches and resolves problems and provide staff training on systems.
  • Responsible for the accurate billing and payment processing of Solid Waste customer billing.
  • Oversees the preparation of daily deposits for the department and the petty cash proceeds for the Recycling Center.
  • Researches and resolves daily balancing errors and assists with reconciling billing cash reports as needed.
  • Compiles data and prepares regularly scheduled and special reports for Solid Waste
  • Assists with planning and coordination of customer call center including accessing appropriate staffing, and scheduling volume needs.
  • Participates as an integral member of Public Works Management Team.
  • Responsible to oversee division projects from inception to completion.
  • Assists with City Council agenda items.
  • Performs the duties in managers absence.
  • Oversees administrative support for Transportation Advisory Board, department meetings and events.
  • Performs other duties as assigned.
