About The Position

The North Carolina Department of Health and Human Services (DHHS) is seeking an Administrative Specialist II (S) to join the Child Support Security Team within the Systems and User Support Unit. This team is responsible for ensuring the security of the Automated Collection and Tracking System (ACTS) and other systems used by Child Support Services, in compliance with IRS Pub 1075, federal, and state regulations. The role involves managing user access, conducting audits, assisting with IRS reporting, and providing customer service support to various departments accessing these systems. The Child Support program operates under specific public laws and federal regulations, utilizing the ACTS system for case management and financial tracking.

Requirements

  • High school diploma or General Educational Development (GED) diploma and four years of related administrative experience; or equivalent combination of education and experience.

Responsibilities

  • Ensure all reports, audits, communications, team coverage, and new requirements from the state and federal IRS 1075 are implemented accurately and effectively.
  • Provide customer service support to the central office, local office child support, and any other department with access to the Automated Collection and Tracking System (ACTS) and all other systems utilized by Child Support.
  • Assist team members in analyzing, researching, and responding to questions, concerns, and issues regarding child support security.
  • Ensure security is maintained to meet all Internal Revenue Service (IRS), federal, and state mandated laws, rules, and regulations for all systems accessed by child support workers.
  • Review requests, grant access, make changes, and delete user access in ACTS and manage all child support security forms.
  • Review monthly RACF (Resource Access Control Facility) and WIRM (Web Identity Role Management) reports to ensure state child support staff access is correct.
  • Conduct quarterly and annual audits of all workers with access to ACTS.
  • Assist users with password resets for ACTS, Data Warehouse, WIRM, IDEC (Interstate Data Exchange Consortium), Smart Image Viewer, and NCID (North Carolina Identity Management).
  • Assist and prepare annual safeguard and corrective action reports submitted to the Internal Revenue Service Department (IRS).
  • Collaborate with Privacy and Security, Information Technology Division (ITD), and the Internal Revenue Service (IRS) for on-site visits every three years.
  • Correspond with the IRS reviewer with questions/concerns regarding the state's IRS inspection and field inspections.
  • Assist field representatives with questions pertaining to the IRS and state security requirements in the local offices.
  • Present security and confidentiality information to the Child Support Services staff.
