About The Position

The North Carolina Department of Revenue is recruiting for a Human Resources Liaison and Trainer in our Submissions Processing Division (SPD). This is a Hybrid in-state position where in-office days, which are based on a business need, will require you to report to the following locations: NCDOR Headquarters Building 501 N. Wilmington St. Raleigh NC 27604 and/or Highwoods Training Center 2920 Highwoods Blvd Raleigh, NC 27603. The primary purpose of the Human Resource Liaison and SPD trainer is to serve as a strategic partner to the Submissions Processing Division business units and act as a liaison and trainer between the supported units. This position will serve the assigned division leaders and employees as the first point of contact in a wide range of human resource functional areas, provide advice and consultation, and engage in appropriate business needs to support all operational functions. This position will travel as needed to assist managers, supervisors and employees, for onboardings, off-boardings, recruitment initiatives, desk inspections, and workplace attire violations. This position requires a thorough knowledge of services, policies, and procedures related to the knowledge of human resource and adult-led trainings, and hiring. This position works in collaboration with DOR Talent Acquisition, DOR Compliance, DOR Financial Services, and DOR Business Operations/Facilities section, develops and implements strategies for temporary trainings, attracting, selecting, and on-boarding quality candidates, especially for permanent and temporary positions. This position requires an understanding of confidentially of personnel information. This position requires thorough knowledge of revising and updating position descriptions, job requisitions, screening of employment applications, interviewing, and arranging pre-consultations with the managers to determine the best metrics, interview questions, and skills assessments to be used as a part of the hiring process. This position may be assigned additional job functions as needed. Requirements

  • High school diploma or General Educational Development (GED) diploma and two years of related administrative experience; or equivalent combination of education and experience.
  • Thorough knowledge of services, policies, and procedures related to human resource and adult-led trainings, and hiring.
  • Understanding of confidentiality of personnel information.
