The Governor’s Technology Office (GTO) is recruiting for an Administrative Services Officer IV to serve as its Chief Financial Officer. This position directs the agency’s budget, accounting, fiscal management, financial planning, and internal control functions and advises the State CIO and executive leadership on fiscal strategy and resource decisions. The CFO leads development and administration of GTO’s biennial budget, including budget requests, work programs, expenditure plans, fiscal projections, and legislative materials. The position develops rates for GTO services by analyzing costs, funding sources, cost-recovery needs, and projected use by partner agencies. It monitors revenue and spending throughout the biennium and recommends adjustments when collections or service needs change. The position oversees accounting, accounts receivable, customer billing, reconciliations, financial reporting, and audit responses. It provides fiscal oversight of contracts, procurements, service agreements, assets, and other assigned business operations; evaluates the financial impact of proposed technology services and investments; and develops policies, procedures, and controls that support compliance with State requirements. The CFO represents GTO on budgetary and fiscal matters with the Governor’s Finance Office, legislative staff, partner agencies, auditors, and other stakeholders. The position also supervises Management Analysts and Account Technicians, sets priorities and performance expectations, and leads improvements to GTO’s fiscal and administrative operations. Administrative Services Officers function as business managers for a department, large division or major program area, with responsibility for accounting, budgeting and fiscal management. Additional responsibilities are varied and include planning, organizing, coordinating and supervising work in two or more business functions such as purchasing and warehouse operations; contracts and leases; human resources; Information Technology; buildings and grounds maintenance; facilities management and construction; food and laundry services; investments; vehicle utilization and maintenance; and/or communication equipment and office support services.
