About The Position

This position serves as the principal administrator of the shared administrative and fiscal services unit, reporting to the campus chief administrative and operations executive. The role is responsible for assigned financial operations areas and oversees the leadership and direction of shared administrative services for campus senior leadership, including various key offices. The manager works with leadership to provide financial and fiscal direction, collaborates with the campus budget administrator on policy execution and development, and develops strong administrative practices that bridge budgetary and fiscal support services. The position also involves developing consistent unit budget levels, assisting in budget request preparation, and supervising a large team of fiscal administrators and HR specialists who manage a wide range of funds. Direct report development and mentorship are key responsibilities, as is resolving high-visibility projects and initiatives, and addressing fiscal challenges with feasible solutions. The role requires preparing position summaries and data for executive decision-making, making fiscal recommendations, working on specific projects, and participating in relevant committees and task forces.

Requirements

  • Possession of a baccalaureate degree in business, accounting, finance or related field and 6 year(s) of progressively responsible professional experience with responsibilities for financial management in a public higher education institution or comparable; or any equivalent combination of education and/or professional work experience.
  • Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies in the area of accounting, business and financial administration.
  • Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with accounting, business and financial administration.
  • Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and innovative approaches.
  • Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer, apply word processing, spreadsheet, and presentation software.
  • For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  • Knowledge of the principles of institutional or organizational management.
  • Knowledge of the principles and practices of human resources management.
  • Knowledge of the principles and practices of budget administration, institutional resource management and shared services centers.
  • Demonstrated capacity to modernize business practices that support consistency, effectiveness and timely action.
  • Demonstrated capacity and ability to effectively organize and supervise a team of fiscal and human resources professionals, and to mentor and develop such professionals.
  • Demonstrated ability to utilize large scale financial management, people and administrative information systems.
  • Demonstrated ability to design effective financial management reports for senior campus leadership.
  • Demonstrated ability to develop effective financial management practices in alignment with system and campus leadership directives and best business practices.

Responsibilities

  • Serves as the principal administrator of the shared administrative and fiscal services unit.
  • Responsible for assigned financial operations areas.
  • Oversees the leadership and direction of shared administrative services for the campus senior leadership.
  • Works with assigned executive and senior leadership to provide overall financial and fiscal direction.
  • Works with the campus budget administrator in the execution of systemwide budgetary and financial policy, procedures and practices.
  • Develops strong administrative practices that bridge budgetary and fiscal support services.
  • Develops consistent unit budget levels that are in alignment with leadership initiatives and budget policy.
  • Works with executives to implement the criteria, formats to be used by the campus budget office in the preparation of their unit budgets.
  • Effectively supervises managers, and oversees a large team of fiscal administrators and assigned HR specialists.
  • Responsible for the development and mentorship of direct reports.
  • Works with the shared services managers to resolve unique, highly visible, and high cost projects and initiatives.
  • Meets with executives to address fiscal challenges, finding feasible options and solutions.
  • Prepares position summaries and data for executive on a variety of matters.
  • Makes actionable fiscal recommendations on requests.
  • Works on specific projects as required.
  • Participates in meetings related to the financial/fiscal operations for assigned units.
  • Participates on campus committees and task forces as directed.
  • Other duties as assigned.
