About The Position

The Operations and Strategic Initiatives Manager serves as a key member of the Division management team, providing leadership, operational oversight, and strategic direction to support the Division's mission and objectives. This position is responsible for managing critical administrative and operational functions, including facilities and space management, asset management, fiscal coordination, information technology support, records management, purchasing, employee onboarding and offboarding, training administration, and internal communications. The incumbent supervises professional staff and provides operational leadership to ensure efficient coordination of activities across Division programs. Working closely with Division leadership, program managers, and supervisors, this position fosters collaboration, aligns priorities, and supports the effective delivery of services throughout the organization. In addition to overseeing day-to-day operations, this role leads organizational improvement efforts by developing and implementing performance measures, advancing process improvement initiatives, and driving change management strategies that enhance efficiency, service delivery, and organizational effectiveness. The position plays a central role in modernizing business processes through technology solutions, automation initiatives, and the development of sustainable digital tools, applications, and online resources. The Operations and Strategic Initiatives Manager also champions employee engagement and organizational culture by implementing strategies that promote communication, collaboration, inclusion, and workforce satisfaction. The incumbent works closely with program managers and supervisors to identify opportunities for innovation, strengthen operational infrastructure, and ensures resources are effectively managed to support current and future business needs. This position represents the Division on agency and department committees, workgroups, and special projects, serving as a liaison and coordinator on initiatives that extend beyond the Division and contribute to broader organizational goals.

Requirements

  • Bachelor's degree in accounting, business or public administration, office administration or a related field AND three (3) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.
  • Bachelor's degree in any discipline AND five (5) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.
  • Associate's degree in accounting, business or public administration, office administration or a related field AND five (5) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.
  • High School diploma AND seven (7) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.
  • One (1) year or more of experience as an Administrative Services Manager II with the State of Vermont.

  • Experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required for some positions.
