About The Position

This is a project position within the Insurance Services Division, Health Services Analysis (HSA), Payment Policy and Provider Support (PPPS) section, supporting the implementation of legislation in E2SSB5847 concerning access to medical care. The role involves coordinating with staff across Insurance Services to lead rulemaking activities and implement Washington Administrative Code (WAC) changes. The Department of Labor & Industries (L&I) is a diverse state agency focused on worker safety, health, and security, administering the state's workers' compensation system. Insurance Services is the largest division, managing a significant workers' compensation organization. The Health Services Analysis program aims for provider excellence and improved worker access to high-quality care.

Requirements

  • Demonstrated ability to research, review, analyze and interpret proposed and existing rules and laws to advise and provide consultation to leadership.
  • Demonstrated ability in rule writing and understanding of the rule-making process.
  • Project management skills to ensure work progresses toward the achievement of goals and objectives.
  • Ability to effectively communicate complex information clearly and succinctly in a way that is easy to understand for a variety of audiences both orally and in written format.
  • Experience creating and presenting information using a variety of Microsoft applications.
  • Demonstrated ability to collaborate and build rapport with others to contribute to team cohesion and respectful working relationships.
  • A Master’s degree involving major study in public or business administration, journalism, communications, writing, English, or closely allied field AND One (1) year of professional, or supervisory, or consultative experience writing or evaluating for compliance with departmental standards and legal requirements.
  • OR A Bachelor’s degree involving major study in public or business administration, journalism, communications, writing, English, or closely allied field AND Three (3) years of professional, or supervisory, or consultative experience writing or evaluating for compliance with departmental standards and legal requirements.
  • OR A total of seven years of professional, supervisory, or consultative experience in writing or evaluating for compliance with departmental standards and legal requirements may substitute for education.

Nice To Haves

  • In-depth knowledge of Title 51 and Chapter 296-20 WAC through Chapter 296-23B.
  • WAC writing and modification, especially as it applies to the L&I’s Medical Provider Network or other provider rules.
  • Legislative bill analysis related to medical providers.
  • Effective collaboration and ability to build strong working relationships with partners across Insurance Services.

Responsibilities

  • Lead rulemaking and rule writing related to implementation of E2SSB5847.
  • Promulgate rules adhering to the standard rulemaking process within the requirements and timelines of the Administrative Procedures Act.
  • Research and analyze proposed and existing rules and laws to determine how they may affect the implementation of E2SSB5847.
  • Interpret existing rules related to statutory and program administrative provisions and advise leadership on compliance.
  • Ensure rulemaking related to E2SSB5847 conforms to the necessary timelines and program goals.
  • Lead the work of cross-functional teams as they review and assess potential impacts of implementing rulemaking related to E2SSB5847.
  • Act as subject matter expert and primary point of contact during the legislative session for questions related to bills that may affect the implementation of E2SSB5847.
