About The Position

The New York City Police Department (NYPD) is seeking an exceptional and highly motivated procurement professional to serve as an Administrative Staff Analyst within its Contract Administration Section. This section is responsible for processing all NYPD procurements, including construction, plant management, information technology, emergency contracts, and specialized goods and services. The successful candidate will have a strong background in agency procurement/contract sections, extensive experience in developing solicitation documents, and a proven ability to handle diverse City procurements in a fast-paced environment. The role requires ensuring compliance with City and agency procurement rules and procedures.

Requirements

  • Must be in the Administrative Procurement title with a New York City agency.
  • A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field.
  • At least eighteen months of the experience must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields.
  • Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience.
  • Must have a good understanding of the City’s Procurement Police Board Rules.
  • Experience in processing a wide variety of procurements utilizing various procurement methods.

Responsibilities

  • Coordinate and collaborate with all stakeholders in the procurement process.
  • Manage and coordinate vendor due diligence reviews, including recommending strategies for resolving complex responsibility determination issues.
  • Review the procurement needs of the Agency and develop work plans to meet these needs.
  • Achieve procurement milestones for high-priority programs with vigorous time frames.
  • Ensure compliance with procedures of the Procurement Policy Board and the Mayor’s Office of Contract Services (MOCS).
  • Effectively utilize the PASSPort System, FMS and other systems for review and processing of Purchasing Requisitions, Responsibility Determinations, PSRs, RFAs, RCAMs and RFRs.
  • Provide technical advice and quality assurance to stakeholders to ensure work is performed correctly.
  • Develop procedures for administration of contract, procurement and purchasing activities.
  • Educate and advise Agency staff on appropriate procurement methodology and applicability of local procurement laws.
  • Represent the ACCO and DACCO in key meetings with senior officials, negotiations with vendors and conduct public hearings if authorized.
