Join our team as the Administrative Operations Supervisor for the Solid Waste Division and play a key role in supporting the City's Recycling, Collection, and Transfer Station operations. This is a responsible and specialized administrative support and supervisory position involving the coordination, development, and implementation of the City's Solid Waste Management programs. The successful candidate will help ensure that administrative operations run smoothly, customer concerns are addressed promptly and professionally, and division processes are completed accurately, efficiently, and in accordance with established policies and procedures. Requirements

  • Requires an Associate’s degree in business administration or related field, four (4) progressive responsible supervisory experience, and two (2) years of call-center customer service experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
  • Must possess and maintain a valid state driver's license with an acceptable driving history.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Ability to read and comprehend simple instructions, short correspondence, and memos.
  • Ability to write simple correspondence.
  • Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.

Responsibilities

  • Supervises, directs, schedules, and evaluates assigned administrative and operational staff; provides guidance, addresses employee concerns, and administers corrective action as appropriate.
  • Oversees administrative and customer service operations for solid waste programs, including, but not limited to telephone, digital, email, CRM, and walk-in services.
  • Coordinates the intake, assignment, tracking, and resolution of customer service requests and operational work orders in accordance with established service standards.
  • Coordinates administrative activities among customer service, collection operations, scalehouse, transfer station, recycling, and other solid waste functions to facilitate effective daily operations.
  • Monitors operational performance measures and service levels to identify workload trends, staffing needs, service deficiencies, and opportunities for process improvement.
  • Assists the Superintendent in planning, coordinating, and monitoring daily and long-range operations for solid waste collection, landfill, transfer station, and recycling programs.
  • Assists with the development and administration of operating budgets, cost estimates, expenditures, financial analyses, and operational projections for assigned solid waste functions.
  • Administers and monitors franchise agreements, waste profiling, regulatory requirements, recycling and diversion programs, and coordination with regulatory agencies, municipalities, haulers, and disposal facilities.
  • Reviews and processes special waste documentation and coordinates waste transfers to ensure compliance with applicable facility permits, regulations, and operational requirements.
  • Oversees scalehouse and related transaction processes, including customer accounts, weights, material classifications, tonnage records, and transaction reconciliation.
  • Collects, analyzes, and reports operational data related to tonnage, routes, productivity, fuel usage, revenues, expenditures, tipping fees, and other performance measures to support management decisions.
  • Prepares and submits required operational, regulatory, financial, recycling, and statistical reports to the Florida Department of Environmental Protection, Finance Department, and other applicable agencies.
  • Administers complex commercial, industrial, and franchise billing activities, including rate adjustments, surcharges, account receivables, payment processing, and billing reconciliation.
  • Monitors assigned projects, contracts, expenditures, records, and information systems; prepares reports.
  • Performs other related duties as assigned.
