About The Position

This position is located in the Veterans Health Administration, Mid-Atlantic Health Care Network, Hampton VA Medical Center, within the Health Informatics Service (Access and Transformation). The position serves as an Administrative Officer responsible for providing or obtaining a variety of management services essential to the direction of the Service. Key functions of the position include providing advice, assistance, and coordination of a full range of administrative functions.

Requirements

  • Work is mostly sedentary and involves very little physical efforts.
  • Work is generally performed in an office setting.
  • On occasion, the incumbent may be required to visit inpatient and outpatient units throughout the Medical Center and CBOCs.

  • Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP).
  • Must serve a 1-year probationary period.
  • Must possess a current, valid state driver's license.
  • At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given the particular knowledge, skills and abilities required to successfully perform the duties of an Administrative Officer, and that is typically in or related to the work of the position to be filled. Specialized experience includes development and coordination of long and short-range planning activities; preparing reports related to the program's operations (i.e., personnel management, program analysis, budgeting, etc.); advising on Human Resources activities (personnel administration, staffing, position management and classification, training, awards); and Internal Controls (Correspondence, records/forms/reports management, etc.); performing budget formulation, justification, and execution.

Responsibilities

  • Overseeing all aspects of human resources functions to include position descriptions, recruitment, employee/labor relations, training and other related activities.
  • Managing on-line certifications of contracts and labor mapping.
  • Acting as the Contracting Officers Representative (COR) to manages procurement and contracting functions for the department.
  • Preparing, editing and archiving all official correspondence requiring signature or approval.
  • Advising supervisors/managers on budgetary and finance issues.
  • Executing and monitoring balances of fund control points.
  • Participating in reviewing needs, plans, and goals to develop budget data and justification for review and approval.
  • Assisting with the negotiation of business agreements and contracts.
  • Interpreting administrative policies, developing local polices, defining administrative requirements, and/or providing advice.
  • Providing input into policies and action plans to ensure compliance with regulatory entities.
  • Performing other duties as assigned.
