About The Position

As an Administrative Officer 4, you will oversee division activities, provide guidance on procurement issues, and support key administrative functions within the Bureau. In this role, you will perform the following duties: Division Leadership: Direct staff activities, supervise employees, and oversee daily operations of the division. Project Oversight: Coordinate strategic initiatives, manage consultant work, and update leadership on progress. Stakeholder Coordination: Serve as liaison to agencies, suppliers, and internal partners while managing sensitive matters. Policy Guidance: Interpret procurement rules, support process improvements, and guide customer service efforts. Audit and Review: Lead audits, review specifications, evaluate compliance issues, and recommend solutions. Program Oversight: Manage quality assurance functions, training coordination, and compliance responsibilities.

Requirements

  • One year as an Administrative Officer 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Six years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement; and such training as may have been gained through graduation from a four-year college or university; or Any equivalent combination of experience and training.
  • Full-time experience in supervising staff, including assigning work, reviewing performance, approving leave, and resolving disciplinary matters.
  • Full-time experience working in procurement or a closely related field that required you to understand procurement processes, rules, systems, supplier relations, or policy requirements—even if you were not the lead or supervisor.
  • Full-time experience researching administrative or procurement matters, interpreting rules or procedures, or developing/revising procurement policies or processes.
  • Full-time experience developing, conducting, or overseeing audits, quality assurance reviews, or process improvement initiatives.
  • Full-time experience acting as a liaison between an organization and external partners such as agencies, suppliers, manufacturers, comptrollers, or other stakeholder groups to resolve issues or coordinate activities.
  • Full-time experience overseeing or supporting staff who design, develop, or conduct adult-learning programs such as procurement training, organizational development, or policy-related training curricula.
  • Ability to perform essential job functions.

  • Full-time experience overseeing or supporting operations in specialized technical environments such as a metrology or standards laboratory, or other highly specialized scientific/technical units
