About The Position

This is a provisional appointment for an Administrative Job Opportunity Specialist NM-II, functioning as the Director of the Rental Subsidies, overseeing the Renewal and Review Conference units within the Homelessness Prevention Administration (HPA)/Legal Initiatives/Rental Assistance. The Rental Assistance/Subsidies Program manages the ongoing payment and administration of the Living in Communities (LINC) rental assistance programs for homeless families. The Renewal unit is responsible for the annual renewal of LINC subsidies, while the Review Conference unit addresses participant inquiries and complaints regarding specific Rental Assistance decisions. Staff also handle requests for information, review conferences, and inquiries from LINC landlords, tenants, and community advocates. The Department of Social Services’ PREVENTION COMMUNITY SUPPORT/HOMEBASE/PREVENTION CONTRACTS is recruiting for this role.

Requirements

  • A baccalaureate degree from an accredited college or university, plus four years of satisfactory full-time experience performing work related to providing employment related services or economic support services to persons in need, with at least eighteen months of supervisory or managerial experience.
  • OR a four-year high school diploma or equivalent and eight years of full-time experience equivalent to the above, with at least eighteen months of supervisory or managerial experience.
  • OR education and/or experience equivalent to the above.
  • College credits from an accredited college or university may be substituted for experience on the basis of 30 semester credits for one year of work experience.
  • All candidates must have at least a four-year high school diploma or equivalent.
  • At least eighteen months of supervisory or managerial experience is required.

Responsibilities

  • Direct, coordinate, and monitor the performance of staff in the Renewal and Review Conference units to ensure adherence to goals, policies, and performance standards of the Homelessness Prevention Administration and HRA.
  • Ensure staff are properly assigned, receive adequate training, and are properly evaluated.
  • Assist in the development and formulation of corrective action plans for the Renewal and Review Conference units, including new procedures, policy directives, bulletins, and staff training.
  • Direct follow-up studies to ensure corrective actions are taken and new procedures are implemented.
  • Intercede in matters requiring a higher level of involvement when alerted by supervisory staff.
  • Liaise with governmental and non-governmental entities, including New York City Housing Court judges, city agencies (DHS, HPD, NYCHA), elected officials, and non-governmental housing and homeless service providers, to expedite critical Agency needs.
  • Participate in the formulation and analysis of policy issues related to the Renewal and Review Conference units by reviewing data from various sources (WMS, POS, RAD, CARES, NYCWAY, RADMS, MIS) and evaluating Agency and external reports.
  • Assure the integrity of the Review Conference process by leading staff, monitoring services, and controlling work efforts to fulfill the program's vision and mission, adhering to guidelines, procedures, and policy.
