About The Position

Under direction, is responsible for the adjudication and presiding over the Administrative Hearing Docket for environmental and parking citations. Work involves responsibility for scheduling and conducting hearings, issuing administrative orders, rendering decisions of liability, assessing fines or fees, maintaining records, and answering public inquiries. This position reports to the Presiding Judge of the Municipal Court. Working conditions are primarily inside an office environment. Exercises functional supervision. This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Requirements

  • L.L.B. or J. D. Degree from an accredited school of law.
  • Five (5) years of experience as a practicing attorney.
  • No substitution for education allowed.
  • Member in good standing of the State Bar of Texas.
  • Must maintain Texas Law Enforcement Telecommunications System Access (TLETS) eligibility for continued employment in position.
  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks.
  • If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.
  • If selected for this position, official transcripts, diplomas, certifications, and licenses must be submitted at the time of processing.

Responsibilities

  • Presides over the Administrative Hearing Docket for offenses.
  • Researches laws, city ordinances, regulations, policies, and precedent decisions to prepare for administrative hearings.
  • Schedules hearings and counsels parties.
  • Issues orders compelling the attendance of witnesses and the production of documents.
  • Administers oath to prepare for formal hearings.
  • Conducts hearings to obtain information and evidence relative to the disposition of environmental and parking citations.
  • Analyzes evidence and applicable laws, regulations, policies, and precedent decisions to determine the appropriate disposition of each case.
  • Assesses fines, costs, or fees after rendering decisions.
  • Issues orders of impoundment or immobilization for vehicles as permitted by laws.
  • Ensures the proper recording and documentation of all hearings conducted.
  • Develops statistical reports and maintains records in reference to parking cases, orders issued, and inquiry information.
  • May prepare Appeal Response or Statement of Facts to be filed with the Municipal Courts.
  • Reviews Texas Law Enforcement Telecommunications System Access (TLETS) for vehicle owner information.
  • Performs related duties and fulfills responsibilities as required.
