About The Position

The mission of the Division of Transportation Solutions is to provide excellence in transportation by developing, constructing and maintaining the State's infrastructure in a manner that results in a safe, cost-effective, and efficient multi-modal transportation network that enhances mobility commerce, and livability. In addition, Transportation Solutions provides high quality support services to other divisions in the department. The Workforce Development Coordinator will be responsible for overseeing intern, recruitment, and employee training programs within the Division of Transportation Solutions. Collaborates with leadership and supervisors to coordinate intern hiring, placement, development, and program events; builds relationships with educational institutions to promote DelDOT career opportunities; and supports division-wide recruitment initiatives and outreach activities. Develops, coordinates, and maintains employee training programs in collaboration with supervisors, ensuring training content is current, accessible, and effectively managed through the Delaware Learning Center (DLC). Provides strategic support to leadership and operational sections in developing a skilled, engaged, and future-ready workforce.

Requirements

  • Three years' experience in performing administrative specialist work such as composing official documents, drafting and distributing communications or other materials, tracking and resolving issues with workflow, assisting with research, special projects, or data/information management, or other similar work in support of administrative, technical, program, and/or office operations.
  • Three years' experience in providing guidance and consultation to management, customers, and others on administrative matters.
  • Six months' experience in public relations, media relations, or communications such as establishing and promoting a positive image with the public and informing or influencing specific audiences using internal and external communications such as public forums, journalism, writing, marketing, advertising, promotions, or special events.
  • Six months’ experience in project management such as planning, developing, implementing, managing, and evaluating projects to ensure objectives are met.
  • Six months’ experience in narrative report writing.

Responsibilities

  • Oversees constituent relations including resolving crisis situations in service delivery referred by the Office of the Governor (OGOV), legislators, other agencies, and the public.
  • Ensures that constituent contacts are handled quickly and responsively.
  • Directs and conducts special projects that may involve issues of a sensitive or confidential nature.
  • Participates in planning, policy formulation, budgeting, and solving issues and challenges.
  • Reviews correspondence and reports, determines the level of authority that can handle requests, complaints, or issues, oversees tracking, reporting, and review of data to ensure compliance with applicable policies and procedures, and keeps the agency leadership appropriately briefed.
  • Tracks and analyzes proposed legislation that impacts the assigned agency, coordinates and follows up with staff, and makes recommendations.
  • Receives media requests, researches issues and data, and prepares appropriate media responses.
  • Prepares press releases for circulation.
  • Provides liaison with internal and external executives and other leadership, OGOV, legislators, special interest groups, the media, council/commission members, state/federal contacts, and the public.
  • Responds to inquiries and complaints, and explains policies, procedures, regulations, and the agency’s position on issues to resolve problems.
  • Develops agendas and programs for meetings, conferences, or special presentations and represents the official at meetings and on task forces.
  • Plans, coordinates, and directs office activities and analyzes, recommends, and implements operating practices, policies, and procedures.
  • May supervise two or more merit full time positions.
  • Performs other related duties as required.
