Requirements

  • Bachelor’s degree in accounting, finance, business or public administration, or related field OR any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
  • Working knowledge of principles, methods, and practices of accounting.
  • Working knowledge of accounting laws, ordinances and regulations governing municipal financial operations.
  • Working knowledge of data processing applications and procedures.
  • Demonstrated ability to understand federal regulations.
  • Demonstrated ability to devise and apply modern accounting procedures.
  • Demonstrated ability to plan, organize and direct the installation of accounting systems and procedures.
  • Demonstrated ability to analyze and interpret fiscal and accounting data.
  • Demonstrated ability to prepare appropriate statements and reports.
  • Demonstrated ability to apply and adapt established accounting methods to a variety of financial transactions and records.
  • Demonstrated ability to establish and maintain effective relationships with coworkers.
  • Demonstrated ability to display good professional judgment.
  • Current valid driver’s license and good driving record required.
  • Record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months.
  • Out of state driving records must be obtained by applicant and presented at time of interview.
  • Records must reflect at least three years of history and be dated within thirty days of interview date.
  • Pre-employment drug testing, FBI criminal background check and education/degree verification required.

Nice To Haves

  • Two years of experience providing professional-level administrative, analytical and/or operational support in accounting (three years preferred).
  • Experience in local government or social services preferred.
  • Share a passion for local government.
  • Possess strong analytical, accounting, and critical thinking skills with attention to detail and organization.
  • Knowledge of budget management.
  • Excel at independent problem-solving.
  • Possess strong interpersonal skills and work well with a dynamic team and thrive in a fast-paced environment.

Responsibilities

  • Provide critical financial and management support to the finance team and department leadership.
  • Analyze data using Excel, Pivot Tables, and other analytical modalities to generate reports.
  • Monitor and administer grants.
  • Administer contractual agreements.
  • Develop and evaluate administrative/management systems, functions, policy, and procedures; and/or major program evaluation and planning.
  • Assist with preparing and developing the agency's annual budget, which consists of verifying annual salaries, calculating fringe benefits, projecting operating needs, benefit programs and purchased services, staying within Federal, State and Local allocations and General Fund target amount.
  • Review, in detail, the state preliminary guidance memorandum for any budget changes and program plan submission changes to ensure state allocations are received.
  • Review Virginia Department of Social Services (VDSS) final allocations memorandum to ensure appropriate allocations are received for 30+ budget lines.
  • Reconcile Catalog of Federal Domestic Assistance (CFDA) to federal revenue received and posted to the general ledger.
  • Perform other work as required.
  • Serve as part of an Emergency Shelter Team during times of natural disaster, reporting to shelter duty as required.
