About The Position

This is an anticipated vacancy for an ADA / Title VI Manager within the Office of Economic Opportunity and Compliance (EOC) at the NC Department of Transportation (NCDOT). The EOC promotes economic opportunity and engagement in transportation programs. The ADA / Title VI Manager is responsible for implementing the ADA program and the Title VI Nondiscrimination Program for NCDOT. This includes planning short- and long-term goals, setting work priorities, and overseeing federally required, comprehensive, multimodal programs. The Title VI program involves Program Administration and Reporting, Equal Access for All regulation, and external discrimination complaint investigations. The ADA program includes NCDOT sub-recipient compliance reviews, inaccessibility discrimination complaint investigations, and departmental accessibility for people with disabilities. The Manager provides guidance, instruction, and technical assistance to NCDOT leaders, business units, subrecipients, and contractors to ensure compliance with internal and external ADA and Title VI responsibilities. The position also engages with community stakeholders and external organizations. The Manager may serve as the Title VI Coordinator and the NCDOT ADA Coordinator, representing NCDOT in discussions and coordination with federal oversight agencies such as the Federal Highway Administration (FHWA), Federal Transit Administration (FTA), Federal Motor Carrier Safety Administration (FMCSA), and Federal Aviation Administration (FAA). The role involves developing policies, plans, reports, correspondence, and briefing materials, and ensuring investigative and compliance review reports prepared by subordinates are thorough and consistent with guidelines. The manager supervises a team of professionals, ensuring appropriate service delivery internally and externally.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and three (3) years of program experience related to the area of assignment, including one year of supervisory program experience; or an equivalent combination of training and experience.
  • Considerable knowledge of the Americans with Disabilities Act (ADA), Title VI of the Civil Rights Act of 1964 and other pertinent civil rights laws, regulations, and guidelines.
  • Demonstrated ability to plan, prioritize and supervise the work of others, assess skills and provide development when needed and apply personnel and department policies fairly in sensitive and complex situations.
  • Demonstrated ability managing multi-faceted programs including areas such as human resources / staff, budgeting, policy and procedure development/maintenance and community/stakeholder engagement.
  • Demonstrated ability to analyze quantitative and qualitative data and provide technical assistance to internal and external stakeholders to ensure compliance.
  • Demonstrated ability to develop and maintain strong, effective working relationships with management, contractors, consultants, the public, community stakeholders and federal, state and local officials.
  • Demonstrated ability to build and maintain an effective, supported, motivated and team-oriented group of employees.

Responsibilities

  • Developing policies, plans, reports, correspondence, and briefing materials for management.
  • Ensuring highly complex investigative reports and compliance review reports prepared by subordinates are thorough and consistent with Federal and/or Departmental guidelines.
  • Supervising the day-to-day activities and performance of a team of professionals.
  • Ensuring that services are appropriately delivered internally and externally.
