About The Position

This position is hybrid and requires the selected applicants to work two days per week in Austin. Applicants from outside Texas must be willing to relocate within 30 days of hire. The Manager VI position performs highly advanced managerial work overseeing the Long-Term Services and Supports (LTSS) Cost Report-Based Rate Methodology and Directed/Supplemental Payment Programs teams. The Cost Report-Based Rate Methodology team is responsible for researching, developing, implementing, and maintaining cost report-based Medicaid and other Health and Human Services reimbursement- and rate-setting methodologies for LTSS providers. The Directed/Supplemental Payment Programs team is responsible for administering the Quality Incentive Payment Program and the Intermediate Care Facilities for Individuals with an Intellectual Disability or Related Conditions (ICF/IID) Upper Payment Limit (UPL) Supplemental program. The Manager VI position manages the day-to-day operations; establishes goals, priorities, schedules, standards, and quality controls; establishes policies and procedures; coordinates and evaluates program activities; ensures adherence to state and federal policies and requirements; communicates and collaborates with internal and external stakeholders; coordinates the responses to internal and external inquiries; and coordinates legislative analyses and implementation. This positions under minimal supervision, with extensive latitude for initiative and independent judgment, and supervises the work of others.

Requirements

  • Graduation from an accredited four-year college or university.
  • At least three years of relevant subject matter experience in Medicaid, reimbursement and/or payment methodology and calculations, cost reports, or quantitative analysis of financial data.
  • At least one year of supervisory or team‑lead experience, including directing staff, coordinating work products, or overseeing complex projects.
  • Knowledge of Medicaid and LTSS reimbursement methods, cost report concepts, and provider data sources used in rate setting and supplemental payment programs.
  • Knowledge of local, state, and federal laws and regulations relevant to Medicaid, LTSS programs, and state agency financial and data management.
  • Knowledge of data management and analytics concepts, including relational databases, data modeling, data visualization, and business intelligence.
  • Knowledge of the State of Texas legislative processes and procedures.
  • Skill in using MS Excel, SAS Viya, and SQL tools for data analysis, data visualization and reporting.
  • Skill in the development of reimbursement methods and payment rates, formulas, and procedures or complex cost analysis or data analysis.
  • Skill in performing queries, extracting and joining data, and loading data using SQL and/or other query languages, and in overseeing staff who use these tools.
  • Skill in using logic and reasoning to design, test, and validate complex calculation routines and analytic methods, and to evaluate alternative solutions to technical and policy problems.
  • Skill in supervising technical and analytic staff, balancing workloads, and fostering a culture of quality, documentation, and continuous improvement.
  • Skill in using computers and applicable software, including spreadsheets, statistical tools, and visualization platforms such as Tableau or similar products.

Responsibilities

  • Directs daily operations of the Cost Report-Based Rate Methodology team. Manages the development and maintenance of LTSS cost report-based rate methodologies, rate models, rate calculations, and fiscal estimates. Directs workload distribution, performance evaluation, recruitment and hiring, mentoring, and staff development to strengthen cost report-based rate‑setting functions.
  • Directs daily operations of the Directed/Supplemental Payment Programs team. Manages the administration of the LTSS directed and supplemental payment programs, to include the design of the program structure, enrollment, scorecards or payment-related documentation, and addressing internal and external inquiries. Directs workload distribution, performance evaluation, recruitment and hiring, mentoring, and staff development to strengthen directed and supplemental payment programs.
  • Oversees the design, development, maintenance, and enhancement of cost report templates, enrollment applications and instructions, cost report and enrollment system functionality, datasets and exports, models, calculation tools, directed and supplemental scorecards and payment documentations, legislative requests, etc. Establishes and enforces documentation, data validation, and quality assurance standards for rate methodologies, rate calculations, and payment calculations.
  • Serves as a subject matter expert on LTSS-related cost report-based rate methodologies and directed/supplemental payment program, including Texas Administrative Code (TAC) requirements, and state and federal statutes, rules and guidelines. Translates state, federal, program, and operational requirements into analytic specifications and calculation logic in collaboration with internal and external stakeholders.
  • Plans long‑range goals, project priorities, schedules, and performance benchmarks. Identifies and allocates necessary tools, software, data assets, staffing, and project resources in alignment with departmental and agency priorities. Leads continuous‑improvement efforts.
  • Oversees the preparation, quality assurance, and approval of technical documentation, calculation methodologies, and executive‑level reports and visualizations. Leads efforts to strengthen transparency, reproducibility, and accuracy in automated calculation and reporting processes. Provides high‑level technical support.
  • Reviews proposed federal and state laws, waiver or state plan changes, and policy initiatives to evaluate impacts on LTSS reimbursement methodologies, models, rates, payments, and calculation requirements. Recommends and oversees updates to systems, methodologies, and processes to ensure compliance, accuracy, and operational effectiveness.
