About The Position

Under general supervision, this position is responsible for working with assigned groups in planning and implementing various recreation athletics programs and special events for Tulsa County Parks. This role supervises subordinates, including full and part-time staff, volunteers, and other assigned personnel. All candidates conditionally offered transfer, promotion, or initial hiring into a DOT/safety-sensitive position shall submit to testing for drugs and alcohol and test negative before performing any job functions that are safety-sensitive or require a CDL. External job applicants with a confirmed positive drug or alcohol test result shall be denied employment and shall be required to wait one year before applying for another position within Tulsa County.

  • Ability to manage, direct and coordinate the work of Professional, Clerical, and part-time staff.
  • Ability to select, supervise, train and evaluate staff.
  • Ability to provide administrative support and professional leadership and direction of the Parks Athletics Department.
  • Ability to perform responsible and difficult work involving the use of independent judgment and personal initiative.
  • Ability to interpret and apply Federal, State, County, and City laws, codes, regulations, and guidelines affecting recreation programs and activities.
  • Ability to analyze problems; identify feasible solutions; project consequences of proposed actions and implement recommendations in support of goals.
  • Ability to establish and effective working relationships with staff, volunteers, City Council, Commissions and Committees, community organizations, individual citizens, governmental agencies, contractors, and vendors.
  • Ability to plan, develop, direct, and evaluate comprehensive recreation athletic programs and services for the County.
  • Ability to assess and monitor community needs; identify opportunities for improving service delivery methods and procedures for development and implementation of new program areas.
  • Ability to maintain administrative systems for facility and program scheduling, calendaring, and other functions.
  • Ability to develop, analyze, interpret, and explain Department policies and procedures.
  • Ability to participate in long-range and strategic planning.
  • Ability to work effectively under pressure and deadlines with consistent interruptions.
  • Ability to communicate clearly, concisely, and effectively, both orally and in writing.
  • Bachelor's degree from a four year college or university in recreation or related field and over three years paid experience in recreation field with one year of supervisory experience in an organized recreation program or an equivalent combination of training and experience substituting one year of employment for one year of education with a maximum substitution of two years.
  • Experience in park facilities planning and design, as well as developing, planning, implementing, and facilitating sports programs is required.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • CPR and First Aid certificates.
  • Valid Oklahoma Driver’s License and an acceptable driving record
  • Successful completion of Tulsa County Defensive Driving course within 3 months of employment.
  • Certified Food manager. This may be earned after full-time employment.

Responsibilities

  • Responsible for planning, implementing, and coordinating the operation of Athletics facilities and programming.
  • Coordinate with community leaders, schools, etc. to meet the needs of the community.
  • Analyze and evaluate programs and activities such as leagues, sports development, wellness/fitness, and special events.
  • Responsible for hiring and training staff and volunteers.
  • Supervise and evaluate staff performance; motivate staff and program participants.
  • Promote and stimulate good relations with surrounding neighborhoods, community groups and local organizations and encourages their participation in athletic activities and special events.
  • Oversee the operation of food concessions activities at athletic facilities, and special events.
  • Hire and train seasonal staff.
  • Supervise the staff during operation.
  • Coordinate with maintenance section for repairs and maintenance of athletic facilities.
  • Write proposals, presentations and promotional material and approves printing and mailing request.
  • Assist Director and Superintendent of Recreation in determining park and recreation’s athletic activities and needs.
  • Responsible for keeping required records and statistics; preparing reports and other required information.
  • Request supplies, equipment, and special maintenance needs.
  • Maintains discipline.
  • Explain policies and procedures to patrons and staff.
  • Teach a variety of classes.
  • Prepare and deliver deposits.
  • Assist with the routine janitorial maintenance needs of the facilities.
  • Secure facilities and equipment from other agencies and organizations as needed.
  • Perform other duties as assigned.
